175This article is devoted to the search for a solution to overcoming the consequences of the global financial and economic crisis and the development of a post-crisis global economy. The purpose of this article is to determine perspectives and directions for the development of new growth poles in a post-crisis global economy and to develop tools for overcoming the consequences of the crisis and facilitating the global economic system entry into a new level of economic growth. The article uses the proprietary methodology for the calculation of "underdevelopment whirlpools, " which analyzes the dynamics of economic growth of the most prominent countries in this group and their ability to overcome "underdevelopment whirlpools" and transform into new growth poles for the global economy following the global financial crisis. The use of calculation tools for "underdevelopment whirlpools" determines the prospective of developing countries' transformation into new growth poles in a post-crisis global economy. China, Japan, Brazil, Russia, and India are such poles at present, and they will strengthen their positions in the near future. For this, the research offers the following perspective and directions for the development of new growth poles in a post-crisis global economy for the increase in rates and quality (stability and sustainability) of economic growth: an emphasis on the real sector development of the economy, realization of transnational cluster initiatives, and active creation and implementation of innovations into production. As tools for overcoming the consequences of the crisis and the global economic system entering a new level of economic growth, the author developed the mechanism of post-crisis global economy development. The article analyzes the experience of Russian cities that provide toll roads charging. Based on the analysis, rates for toll roads were proposed depending on the category of vehicles, corresponding to the volume and quality of services provided to the user of the toll road. Based on the data obtained and the methodology for calculating the rate for vehicles on toll roads, the calculation of the amount of savings received by users when driving a toll road, compared with an alternative free route, was made. The calculation included determining the cost of operating a vehicle when driving through a toll road facility by reducing the consumption of fuel and lubricants, tire wear, repair costs, and other items of operating costs. The advantage for users of toll roads was determined by saving time for delivery of goods and passengers, increasing comfort and traffic safety. Additional attraction of funds through placement of gas stations and advertising is considered. The payback period of the toll road has been determined. The conclusion is made about the need for further research on the problems of development of the network of toll roads.
Nowadays, the age of most transport facilities in Russian Federation is estimated in many decades. Consequently, there is an urgent need for periodic surveys and monitoring of the state of each structure, its individual structural elements. The main purpose of these measures is to maintain the high performance indicators of the transport structure, the achievement of which is impossible without examination, analysis and evaluation of parts of the structure that are in the aquatic environment and, as a consequence, the occurrence and development of various types and degrees of defects and damages. The most important conditions for ensuring uninterrupted and safe traffic along the bridges of vehicles and pedestrians are: the normative load-carrying capacity of the structure; required clearance of the roadway and sidewalks; compliance with traffic safety requirements for bridges; observance of characteristics and maintenance of the bridge capacity for the period of ice drift and high water; timely performance of work on the care, maintenance and repair of the elements of the bridge. Technically sound structures and their reliability can be ensured if all the parameters of the road category structure and the requirements of regulatory documents are met. The work presents the survey materials of the bridge. Classification of defects by group and class of danger. The results of determining the carrying capacity on the basis of the survey are given.
Culvert pipes are one of the largest categories of engineering structures on roads of both regional and federal significance. During operation, the structure is affected by static and dynamic loads, for example, from the weight of the dam and passing vehicles, temperature changes, melt, and rainwater is directly flowing through the pipe, streams and small rivers, as well as geological factors - earthquakes, shifts, and vibrations ground. Also, over time, the installed reinforced concrete sections of the conduit have a habit of shifting in horizontal and vertical directions under the influence of various kinds of loads, which leads to the formation of gaps and differences between them. Swings reduce the effective cross-section of the pipe, throughput, and lead to silting. Under flood conditions, the presence of discrepancies between the links of the tube leads to significant erosion, leaving voids in the dam, which is fraught with the collapse of the roadbed and road pavement, and in such situation, it is impossible to talk about the possibility of road operation as a whole. The traditional effective solution to this problem is culvert repair. Identifying the need for repair or reconstruction of the structure is the primary purpose of assessing the technical condition during the professional inspection of culverts.
