The quality of a qualified library makes the library as one of the centers of information for the general public. This study aims to determine how well the quality of library services, to find out how high the interest in reading students, and to determine the effect of the quality of college library services on strengthening the reading interest of students in the Library at the University of Timor Library UPT. This study uses a qualitative descriptive approach with a sample of 100 students. Data collection was carried out through observation, interview, documentation and questionnaire techniques. The data that has been collected is processed using descriptive statistical analysis techniques and inferential statistics. The results showed that the quality of library services at the University of Timor in the border area was in the quite good category with an average of 33.48. Student reading interest is in quite a good category with a mean value of 20, 56. The level of relationship or correlation between the quality of library services at the University of Timor in the border region to the interest in reading students at the University Library of Timor is in the strong category correlation with intervals of 0.60-0.799 means that the higher the quality of library services at the University of Timor in the border region, the higher the interest in reading students in the Library.

The purpose of this research is to find out the Financial Management Performance of the Village Government, especially in Subun Bestobe Village. The research method used is to use quantitative research method with ratio analysis technique using Value For Money (VFM) method, which uses measurement indicators (economical, efficiency, and effectiveness). From the results of the research through the analysis of the performance ratio of the village government in terms of village financial management using the Value For Money method, shows that the ratio of economic level for the last 5 years is in the category of >100%, thus meeting the economic standards of Value For Money. The efficiency rate over the last 5 years is at the standard of >40%, this ratio exceeds the standard ratio provision at its efficiency level. In the case of related financial management to the efficiency ratio of village financial management performance falls into the category of not meeting the standard of efficiency Value For Money. Meanwhile, in the calculation of effectiveness ratio for the last 5 years the performance of village financial management by the Village Government of Subun Bestobe has met the standards so as to show that the Subun Bestobe Village Government has been effective in the management of village finances to the villagers in Subun Bestobe village. In terms of the effectiveness of financial management can increase if the community in the village is satisfied with the performance of good financial management, especially in village development. So that in the future the village can be a superior village, independent and competitive.

Peran pemuda tidak dapat dipisahkan dalam proses pembangunan desa. Permasalahan pemuda pada mitra di desa Seo Kabupaten Timor Tengah Utara Provinsi Nusa Tenggara Timur salah satunya yakni belum adanya organisasi kepemudaan di tingkat desa yakni Organisasi Pemuda Karang Taruna. Peran pemuda dalam berkontribusi terhadap kegiatan di tingkat desa sangat kurang dikarenakan hal yang mendasar belum adanya organisasi yang menggerakan kepemudaan di Desa Seo Kab.TTU. Kegiatan ini dilakukan dengan terlebih dahulu mengadakan sosialisasi peraturan pembentukan organisasi Karang Taruna hingga sampai pada pendampingan organisasi Karang Taruna Desa Seo. Hasil dari kegiatan ini yakni: 1) Adanya pemahaman oleh pemuda desa Seo tentang peran organisasi Karang Taruna terhadap peningkatan kualitas masyarakat dan potensi desa. 2) Terbentuknya organisasi pemuda Karang Taruna di Desa Seo Kab.
