Because of their compact layout and functional connection, Radovljica and Lesce function as a settlement cluster. Radovljica in Lesce zaradi strnjene lege in funkcijske povezanosti delujeta kot eno -stično naselje. We defined central settlements based on services of general interest and the population of an individual settlement, and developed the analysis further by using competitiveness indicators. We defined 360 central settlements at six levels of centrality, among which the significance of Ljubljana as a national center of international importance and the significance of intermunicipal, local, and rural centers are increasing. The significance of certain regional centers at the second and third levels of centrality is decreasing. The level of services of general interest supplied to Slovenian territory is relatively appropriate, but it should be improved by promoting competitiveness, especially in centers of national and regional importance.

Although stakeholder participation has been considered an ideal approach in spatial planning theory since the 1980s, decision-making processes are not always so inclusive in practice. Planning major transport infrastructure is usually a very contentious, time-consuming, and extremely demanding task due to a myriad of stakeholder interests and power relations that accompany decision-making processes. In order to determine the benefits and limitations of stakeholder participation when planning major transport infrastructure, this study analyzes and compares the planning processes of two freeway sections in Slovenia. It applies a qualitative document analysis method to reveal the background and developments of Slovenian infrastructure planning through history. The results show that both decision-making processes analyzed indicate a democratic deficit, which is a consequence of unfavorable institutional arrangements and legislation, and tokenistic planning tradition. The openness of decision-making processes has remained dependent on decisionmakers' (usually national institutions') preferences. Both of the decision-making processes studied also lack legitimacy and are biased by the power relations among stakeholders. The main contribution of this chapter is a more thorough understanding of the benefits and limitations that accompany stakeholder participation in planning major infrastructure, which may enhance the efficiency of future decision-making processes.
Članek obravnava, kako različne smeri teorije prostorskega načrtovanja obravnavajo konflikte in kakšne pristope za zmanjševanje konfliktnosti uporabljajo. Konflikte smo predstavili skozi tri koncepte: javni interes, družbena produkcija prostora in težko rešljivi problemi. Celostni racionalni pristop se izogiba konfliktom z zanašanjem na objektivnost strokovnega znanja, deliberativni pristop skuša reševati konflikte z deliberacijo med enakopravnimi akterji, poststrukturalistični pristop pa konflikte označuje kot osnovo za izražanje različnih strokovnih in vrednotnih argumentov. Kljub zavedanju, da je tudi stroka lahko vir konfliktov in pristranska, deliberacija v stroki v teoriji ni posebej izpostavljena. Za zmanjševanje konfliktnosti prostorskega načrtovanja so zato potrebni pristopi, ki temeljijo na znanosti in formaliziranih postopkih, kot tudi pristopi, ki temeljijo na deliberaciji med akterji. // Conflicts in spatial planning: Critical evaluation of theoretical approaches to conflict management The article examines how different strands of planning theory conceptualize and deal with spatial conflicts. Conflicts are first presented in terms of three concepts: public interest, social production of space, and wicked problems. The rational approach avoids conflicts by relying on unbiased scientific knowledge, the deliberative approach resolves conflicts through deliberation between equal actors, while the post-structuralist approach sees conflicts as necessary to reveal actors’ different interests and value judgments. Despite the awareness that scientific knowledge is not always impartial, deliberation in the scientific sphere continues to be overshadowed by approaches facilitating citizen involvement. Knowledge-based approaches and the formalization of planning processes are essential alongside deliberation to tame the conflictual nature of spatial planning.
