Background The impacts of climate change on crop and livestock sectors are well-documented. Climate change and its related events (e.g., high temperatures, extreme events, disease outbreaks) affect livestock production in various ways (e.g., nutrition, housing, health, welfare), and tend to compromise the physical productivity and the economic performances. Understanding animal responses to climate change may help planning strategies to cope with the adverse climatic conditions and also to reduce polluting emissions. Through an interdisciplinary approach, we develop a conceptual framework to assess and develop new organisational models for Mediterranean small-scale farming systems so as to mitigate the impacts of climate change, to improve farm management and farming technologies, and to achieve an effective adaptation to the climate changes. The conceptual framework consists of four phases: (i) community engagement, (ii) strategies development, (iii) data collection and analysis, (iv) business model generation and sustainability assessment. We assess strengths, weaknesses, opportunities, and threats of the eco-solutions by mean of a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis technique. Results The proposed eco-solutions are expected to increase the sustainability of agriculture and food production systems by introducing new and efficient uses of natural resources. The proposed models are expected to have an impact not only on the environment (in terms of mitigation), but also on the economic and social performances, as they are expected to foster the responses of small-scale farms to the increasingly frequent effects of climate change (adaptation solutions). Among the positive impacts, we emphasise the importance of more stable revenues, a tendency that would help farmers to raise their revenues. Last but not least, we found that the proposed models are likely to increase the social resilience of the farming systems to the challenges imposed by the climate change. Conclusions The eco-solutions can support stakeholders involved in Mediterranean small-scale farming systems by suggesting novel land, crop, and livestock management approaches to optimise revenue flows, business models and climate change mitigation strategies thanks to the adoption of a systemic approach, that is not only focused on specific components of the system but instead based on the linkages between environmental, social, and economic aspects.
The objective of our work is to identify the different marketing practices and to characterize the organizational constraints that hinder the productivity and profitability of small-scale livestock farms in the mountainous region of Fréha and Sidi-Naman, located in the region of Tizi-Ouzou, Algeria. Due to its high milk production potential, the targeted region was selected as a study area. The importance of our work lies in the determination of the key factors, which prevent small-scale milk producers from carrying out their livestock activities successfully. A quantitative questionnaire survey was conducted with 30 farmers. This study was complemented by interviews with livestock professionals. A documentary search of the literature and empirical studies was conducted, as well as site visits. The results show that there are several factors that impact on the normal course of productive activities of small-scale livestock farmers. The results show that there are several factors impacting on the normal production activities of small-scale farmers, such as: food and socio-cultural factors that are a constraint on milk production; distribution, which is strongly impacted by covid-19; lack of communication about products; and poorly organized marketing channels, especially in relation to goat farming, which accounts for 43% of our sample. We suggest that small breeders follow training courses on breeding methods and good practices, and improve hygiene and sterilization conditions on the farms, and strengthen the health control systems at the farm level. To practice a good communication around the products processed by the small breeders to increase the marketing and sensitize the consumers to consume natural products. Exploit various other resources such as sheep milk by improving the dairy breeds of the region of Ouled Djellal. Orient goat farms towards intensive operations, and promote dairy breeds such as the Spanish Murciana and the French Saanen.
L’article retrace les différentes étapes de l’évolution, notamment de l’étatisation à la libéralisation, que l’agriculture algérienne a traversées depuis l’indépendance. Il évalue l’impact des réformes et des diverses politiques publiques relatives au régime foncier, à l’emploi, aux modes de financement, au rendement des cultures, au système des prix et des marchés agricoles. Les défis actuels, sécurité alimentaire et changements climatiques, s’inscrivent dans une stratégie de développement durable, tant agricole que rural, fondée sur une approche territoriale.
Le covid19 et la crise ukrainienne ont remis à l’ordre du jour, pour tous, la question de « l’urgence alimentaire ». Si la nécessité d’assurer la sécurité alimentaire fait l’unanimité, en Algérie, ce n’est cependant pas le cas pour l’orientation future des politiques publiques dans ce domaine. Ce travail tente de contribuer à ce débat à travers une analyse en prospective stratégique à 2035 identifiant de nouvelles orientations des politiques de soutien des systèmes productifs agricole et halieutique. Il démontre qu’il est nécessaire, pour mieux se préparer à ces enjeux du « temps long et court », d'agir maintenant et d’aller plus loin « qu’en lieu et place » d’ajustements à la marge. Aussi, ces nouvelles politiques doivent accompagner « un double changement de paradigme » celui du modèle alimentaire et des systèmes productifs agricole et halieutique. La mise en place d’une politique transversale de la sécurité alimentaire en Algérie apparait alors comme indispensable pour promouvoir et réussir cette nouvelle dynamique.
