ABSTRACT. Border area as a front line of a country needs special attention from the government of that country. Most of the domestic problems experienced by a country come from the border. Human and drugs trafficking, also illegal timber transactions are examples of problems that still occur in Indonesia nowadays especially located in Kepulauan Riau Province. This study aims to describe the Integrated Border Management based on European Commission carried out in Indonesia, especially at the country border in Kepulauan Riau Province, Indonesia. By using the post-positivistic paradigm, this study uses interviews and documentation as data collection techniques. Interviews were conducted to actors, both central and regional, such as the Deputy for Border Management (BNPP-RI), the Head of the BNPP Planning and Cooperation Bureau, the Head of the Riau Islands Province Government Bureau and his staff, the Head of Local Development Planning Agency of Batam City, Natuna Regency. The results showed that the state border managers at the central, provincial, and regency/city governments have different institutions which result in differences in personnel procedures, finances, and resource allocation. The concept of Integrated border management needs to be adjusted to the concept considering the geographical characteristics of Indonesia, which has sea and land borders.
this article discusses public service innovations carried out by local governments to increase public trust in the government. The locus of this research is in the city of Bandung, West Java Province, one of the UNESCO creative city networks. The purpose of this paper is to analyze the innovation of public services carried out by the government to serve the public in creating and innovating so that public trust in the government increases. The research method uses a qualitative method with an inductive approach. Data obtained through interviews, observation and documentation. The results of this study indicate that the regional government of Bandung City creates service innovations in the form of facilities to support the creation and innovation of the community, although there are some things that still need to be addressed. The relationship between the government and the community is closer. The role of local government in serving the community to support the potential of community creation and innovation is very important. Keywords: community; creation; government; innovation; service
This study aims to describe the implementation of information technology governance at the One Stop Integrated Service (PTSP) in Sumedang Regency. This study uses a descriptive method, with the IT Governance theory from Weill and Ross (2004) as theoretical lens with dimensions consisting of IT Principles, IT architecture, IT infrastructure, business application requirements, and Information Technology Investment and Priority Determination proposed by as an analytical tool. Data were collected through observation, interview, and secondary sources. Research informants were determined by purposive sampling according to the research objectives with informants consisting of stakeholders in the implementation of Electronic-Based Government Systems (SPBE) in Sumedang Regency. The results of the study indicate that the overall dimensions of IT Governance have improvements that supports the achievement of the objectives of the SPBE implementation as national program.
Islamization took place before the era of colonialization in Indonesia. Based on Law Number 22 of 1999, the local government has the authority to conduct some policies and consider the demands of the majority of individuals, for instance, bind them by implementing some Sharia laws, to find the better policy for all groups of people, and do not neglect the demands of the minority. Aceh is one of the provinces which is implementing Sharia law in form of Qanun Jinayat or Aceh regional law. Even though Aceh has the right to establish Sharia law, they have to be integrated into our national law. Up until now, the implementation of the Aceh law led to big attention from the international community, especially from human right activist and scholars. It is still a fruitful discussion among scholars and politicians in Indonesia. In this paper, the author discusses the analysis regarding the relation of Canon Law or Qanun with national law as well as the explanation of the Memorandum of Understanding between the Indonesia government and with Free Aceh Movement (GAM). It results that Qanun is not following Indonesia Law from a human rights perspective.
Abstract-Education is one part of decentralization policy started in 2000 in Indonesia to raise quality of education services. This study examines some of major premises of its implementation among four cities. The aims of how the local governments managed education sector under their responsibilities, it will consist; financial aspect, local innovation and education services quality This study reveals that there is no significant improvement in primary-high school education before and after decentralization it is conducted by a blended qualitative and quantitative approach and collecting secondary data from various sources were used as a method of enquiry. The implementation of this policy only has minor innovation made by local authorities. Basically, it understands as financial shifting management from central to local level. Moreover, some local authorities made controversy policy through students' contribution for their education cost addition to raise education quality especially in school services.
