In this article we will examine the question of how open access publishers should be evaluated from the point of view of library acquisition services or of a researcher who considers publishing in an OA journal. We will present a method for evaluation of the practices of OA publishers and the impact of their e-journals. The word serendipity is a neologism coined by Horace Walpole, an English novelist in 1754. It means the accidental discovery of something valuable. Discovery by chance has been a common occurrence in the history of science for a long time, but only since the 1990's has it been the focus of interest in information studies. Serendipity is not just a "happy accident", it can be influenced and cultivated. Nevertheless it can be unreliable. The purpose of the paper is to explore the history and concept of serendipity, it's nature and usage in physical and digital information environments. This is done through carrying out a systematic literature review on information searching and serendipity. Serendipity may be viewed from multiple perspectives including the models of information searching. Serendipity is an important part of our everyday life. This underlines the study of serendipity also as an important research subject within the information studies.
This report examines the actions taken for promoting the green OA in Finnish scholarly journals and their effects in 2016 and 2017. A Finnish-language form for suggesting publisher policies to SHERPA/RoMEO database was developed. It was linked into instructions for applying the government subsidy of scholarly publishing. Finally, a resolution on archiving was negotiated with the copyright organization responsible for distributing remunerations of a national license based article database (Elektra). Due to these actions, the number of announced self-archiving policies rose from 27 to 53. 24 policies were collected via the Finnish form and sent to SHERPA/RoMEO. In this connection, some shortages in SHERPA/RoMEO service were noted. First, relaying the publishers' policies to service is not a quick procedure. It took approximately 6-7 weeks to get new policies and updates through to the database. Secondly, the metadata in SHERPA/RoMEO may cause problems because it is not stored in any structured way. Especially, the widely used colour code system is problematic.
