Health System is one of the complicated subsystems, which has developed slowly over the centuries contribution to human populations, beliefs, customs, science, commercial factors, social forces, usually without studies and system planning. With the general social development, industrialization, urbanization and technological progress, strengthen and develop the health system and the role and importance in the general social development. In order to actually create such a system, all the parts have to work together and successively adapted to one another. This can be done by a constant correlation, shared responsibility, completing the division of tasks. Guided by a modern approach to the organization of primary health care, but also relying on tradition, health policy objectives of primary health care in Serbia are defined by numerous documents. Their main point is improving this area, applying the principles of modern work organization, as well as the needs and demands of citizens for quality services provided at the primary level. Wearing a pivot primary health care reform is the implementation of the "chosen doctor" in which he intended user registration at a certain doctor, in order to ensure and promote the continuity and quality of care.

Сажетак Главни циљ здравствене политике сваке земље јесте постизање финансијске одрживости самог здравственог система, као и обезбеђење веће доступности здрав ственим услугама целом стано вништву. У остваривању овог циља земље Европске уније установиле су и у своје здравствене системе имплементирале националне здрав ствене рачуне (НЗР), који пружају по датке о финансијским токовима у здрав ству на националном нивоу и омогућују ме ђународно поређење. Кључне речи: здравствени систем, финансијска одрживост, национални здравствени рачун.

The notion of sustainable development in a line with local economic development emerged in the seventies of the 20th century when local authorities in the western countries realized that their local communities had begun abandoning mobile capital, which resulted in limiting their economic potentials and opportunities for citizens' employment. This necessitated both a detailed study of the local economic potentials, the determination of best ways to use, maintain and develop them, and a thorough examination of the impediments to the local community's economic development. Local economic development is also seen as a process of certain changes, where, in the competition for the market, economic and country dominance, local governments, despite their status as the lowest level of public administration, are recognized as competitors in the market and, in collaboration with the economic sector, try to be more innovative and more competitive among them.
