A moisture damage has been one of the major concerns for HMA pavement by loss of adhesion between bitumen and aggregate surface or loss of the cohesion within asphalt binder due to action of water. Water is the one of major contributor towards the damage of asphalt pavement. The aim of this research is to evaluate the effects of Moisture Damage (MD) towards the performance of asphalt mixture under different conditions (dry, wet and dry back). For this research laboratory fabricated specimens were conditioned in accordance to ASTM D4867 to achieve desire saturation level up to 80% and then immersed in water for different soaking period to simulate flooding scenario. Indirect Tensile strength (ITS) and Resilient Modulus (RM) tests were performed on moisture conditioned specimens at regular interval (1,3 and 5 days). After 5 days testing specimens were stored at room temperature for another 5 days to dry and were tested again to determine the recoverability of moisture damage. The results from this study indicated that tensile strength and modulus gradually decreased with the increasing of conditioning period, and upon drying at certain period specimens recovered 82% and 76% of initial ITS and RM respectively. The results suggested that moisture damage in asphalt mixture tested is reversible.
Many scholars asserted that LCC plays an important role in the cost estimation of rigid pavement due to high construction, maintenance and reconstruction costs in Malaysia. Due to high budget allocation and expenditure on the maintenance and rehabilitation works of pavements in Malaysia by the government, it is crucial for the transportation agencies to optimize the budget allocation and select the most cost-effective pavement maintenance and rehabilitation alternatives. LCC is a useful economic assessment technique that compares the cost-effectiveness of different maintenance and rehabilitation approaches within the same road pavement type. However, in order to produce a comprehensive and reliable LCC output, there is need to ensure the cost data inputs is ready and quality enough to be used in the LCC estimation. This paper presents the outcomes of the comprehensive literature review on the state of cost data inputs for LCC analysis of rigid pavement maintenance and rehabilitation in Malaysia. The outcomes of the literature study have established that the majority of the construction industry key players are aware LCC analysis should be practiced in the rigid pavement maintenance and rehabilitation. However, the current state of LCC practice of rigid pavement maintenance and rehabilitation in Malaysia is still at the infancy stage and unready to be implemented due to the difficulties in attaining quality cost data for generating a comprehensive and reliable LCC analysis. The findings provide information on the current state of cost data inputs of LCC analysis of rigid pavement maintenance and rehabilitation in the Malaysian construction industry.
There has been a growing interest in the development of income-generating Waqf (endowments) properties in recent times. This is quite justifiable considering the fact that Waqf properties estimated to worth up to USD 1 Trillion globally have failed to generate adequate income to meet up the maintenance costs thus resulting in poor maintenance and the inability of these properties to meet Waqf objectives. Consequently, this paper presents preliminary findings on an on-going research aimed at developing a maintenance management framework for income-generating Waqf properties. Data were gathered through content analysis and secondary sources. Findings in this paper indicate that the inadequate maintenance of Waqf properties is partly due to relatively low rents and high rental arrears. The paper also gathered that despite the unique features of Waqf, there is no specific study aimed at developing a user-driven maintenance management framework for income-generating Waqf properties. Such omission could slow down the much-anticipated progress particularly at this point in time when different funding initiatives have resulted in the construction of high-rise income-generating properties on Waqf lands. The paper also provided current information on the state of income-generating Waqf properties in Kuala Lumpur.
