Abstract. The compliance of sufficient, halal and thoyib (safe, quality standard, and nutritive) food needs for Muslim consumers is confirmed as human rights which is pledged by international law, Constitution 1945, Act of Human Rights, Act of Health, Act of Consumers Protection, Act of Food, Act of Halal Product Warranty, and the other regulations. The status of Halal Product for Muslim consumers becomes a sensitive issue since it is related to spiritual life that has a consequence in this life and the afterlife. This consumer protection is shown by the obligation of distribution food permit issued by the National Agency of Drug and Food Control (BPOM) and halal certification issued by LPPOM-MUI. Halal certification significantly affects positively towards the buying interest of Muslim consumers that is allied with the profit addition for business actors. Imported or domestic food distributions, which have no distribution permit and halal certification/ non-halal or expired permit alignment, may endanger the consumers' health and life. The business owners that allegedly distributed nonstandardized food would be sentenced by administrative charge, civil sanction, and criminal sanction. However, the law enforcement of food consumer protection that appears from the court judgment is not optimal yet. Consequently, there is less guarantee of legal certainty of consumer protection and legal compliance for business actors. Therefore, the optimization of law enforcement of halal and thoyib food consumer protection needs to be done through the following efforts: reformulation of criminal sanctions; improving professionalism and sensitiveness of law enforcement; and increasing community participation.

During the covid-19 pandemic there were some of the violation of health protokols in the midst of the covid-19 pandemic. This study aimed to examine those topics. This study uses an empirical legal research method, which is a regulatory research method that uses statements of reality taken based on concrete interviews conducted through direct observation. Empirical research is also used to observe physical remains as well as archives. In order to study researchers researching the form of law enforcement against criminal acts against officers on duty in handling the Covid-19 pandemic carried out at the Batu City Resort Police, this method was applied by looking at the field conditions in the Batu City Resort Police jurisdiction. by law enforcement officers in the Batu City area, and also participated in interviews regarding the problem of criminal acts against officers in the Batu City area. This technique is used to find out what forms of resistance are being carried out by the community in the midst of the covid-19 pandemic, as well as what factors are influencing it and what efforts are being made by law enforcement officers to overcome these problems in the midst of the covid-19 pandemic.   Keywords: Covid-19 Pandemic, Police, Management   Abstrak Selama pandemi Covid–19 ini banyak terjadi pelanggaran protokol kesehatan di tengah pandemi covid – 19. Penelitian ini bertujuan untuk mengkaji hal tersebut. Penelitian ini menggunakan metode penelitian hukum empiris yaitu suatu metode penelitian aturan yang memakai keterangan – keterangan realitas yang diambil berdasarkan wawancara yang konkret yang di lakuka melalui pengamatan langsung. Penelitian empiris juga dipakai untuk mengamati peninggalan fisik juga arsip. Guna mempelajari hal itu, peneliti meneliti Bentuk Penegakan Hukum Terhadap Tindak Pidana Melawan Aparat Yang Sedang Bertugas Dalam Penanggulangan Pandemi Covid – 19 yang dilakukan di Kepolisian Resort Kota Batu, metode ini di terapkan dengan cara melihat kondisi lapang yang ada di wilayah hukum Kepolisian Resort Kota Batu yang di lakukan oleh Aparat penegak hukum wilayah Kota Batu, serta juga turut mewawancarai mengenai permasalahan tindak pidana melawan petugas di wilayah Kota Batu. Teknik ini digunakan untuk mengetahui bagaimana bentuk perlawanan yang dilakukan masyarakat di tengah pandemi covid-19, serta juga mengenai faktor apa saja yang mempengaruhinya dan bagaimana upaya yang dilakukan aprat penegak hukum untuk menanggulangi masalah tersebut di tengah pandemi covid-19.
