The present work investigates surface instabilities, at a tangential discontinuity between two media, caused by beam-plasma interaction, in the quasistatic approximation. The dispersion relation is derived in the case when K,r is finite (i.e. when the wavelengths are of the order of the transverse dimensions of the plasmas), for a planar and a cylindrical geometry. The thickness of the transition layer between the two media is assumed to be less than the wavelength.
