Strategi dan kebijakan pembangunan kepemudaan di Kabupaten Luwu Utara adalah mendorong dan mendukung pelaksanaan kegiatan-kegiatan kepemudaan yang bersifat positif, mengadakan sosialisasi untuk meningkatkan kesadaran masyarakat terhadap permasalahan yang dihadapi oleh pemuda, menyediakan akses pendidikan yang lebih besar bagi pemuda yang hendak melanjutkan pendidikan, mendorong aktivitas-aktivitas di bidang olahraga dan keagamaan, dan mendorong kerjasama antara Pemerintah Daerah dengan organisasi-organisasi kepemudaan setempat. Kajian ini bertujuan untuk mengetahui gambaran umum kepemudaan, faktor penyebab penghambat pembangunan kepemudaan, faktor yang mempengaruhi kurangnya prestasi pemuda, faktor pendukung pembangunan kepemudaan dan strategi kebijakan pembangunan kepemudaan di Kabupaten Luwu Utara. Kajian dilaksanakan di Kabupaten Luwu Utara Provinsi Sulawesi Selatan dari bulan April sampai bulan Juli 2017. Analisis data menggunakan Analisis SWOT. Faktor-faktor yang mendukung pelaksanaan pembangunan kepemudaan di Kabupaten Luwu Utara antara lain adalah penyediaan sarana kepemudaan oleh pemerintah daerah, tingkat populasi pemuda yang tinggi, tingkat keikutsertaan pendidikan yang tinggi, dan adanya dukungan dari pemerintah.
The character of farmers has an important role in running a beef cattle business with a teseng system carried out between farmers and capital owners who provide cattle for and are cultivated. This study aims to determine differences in the characteristics of farmers who do with those who do not do the teseng in Patimpeng District, Bone Regency. This research was conducted with a sample of 50 people beef cattle farmers. A simple random sampling technique was done through interviews and analyzed using descriptive statistics. The results showed that the characteristics of farmers who did the teseng aged from 39 to 47 years, all were male, the most recent education was high school/equivalent, the majority of family members numbered 4 to 6 people, most had cattle 4 to 6 tails, and have been raising for 10 to 15 years.The characteristics of farmers who do not do the teseng aged 48 to 56 years old, all are male, the most recent education is high school/equivalent, the number of family members is mostly 1 to 3 people, most have cattle from 4 to 6 tails and have been raising for 10 to 15 years.
One form of support for developing a beef cattle business in Bone regency is a partnership system (Teseng). This Teseng system is a partnership system by providing capital in the form of beef cattle to be maintained and developed by farmers who have competence in the management of beef cattle business. This study aims to determine the competency of farmers who carry out the Teseng system in beef cattle business. The research sample of 150 farmers was done in a simple random sampling. Data collection was carried out through interviews and focus group discussions. Data were analyzed using descriptive statistics. The results showed that the competency of farmers knowledge in the management of beef cattle business which included the selection of seeds, housing, feeding, health management, reproductive systems, and marketing of livestock carrying out the Teseng system in beef cattle business in Bone Regency is in the good category. And the managerial competence of farmers in the management of beef cattle business which includes competency in planning and evaluating livestock business is in the good category.
Goat is one of the livestock commodities which significantly contributes to the increase in community income. In addition to the economic benefits obtained, goat farming also has its own advantages. Raising goats does not require a large capital. In fact, it only needs a fairly simple maintenance system and goat livestock resistant to disease compared to other livestock commodities such as cattle and broiler farming. This becomes the reason behind many people in Jeneponto Regency are motivated to carry out goat raising efforts to increase the income of their families. This study aims to determine the motivation of farmers raising goats. The sampling was carried out by a simple random sampling technique of 60 farmers in Tamalatea District. Data collection was done through interviews and FGD using the Likert scale on each measured variable; 1 = disagree, 2 = doubt, 3 = agree. It was analyzed using descriptive statistics. The results showed that the motivation of farmers raising goats consisted of: (1) economic value; (2) request; and (3) the role of the government is in the agreed category.
