This paper analyses the village of forest in Tana Toa, the locality of South Sulawesi that is headed by the Ammatowa. The Ammatoa is a term which describes a society who live in the area of Tana Toa, is divided into Ilalang embaya, who have maintained their exclusiveness and sharp borders, and the Ipantarang embaya, who have mixed with other members of the surrounding society. Among the Ilalang embaya there is a set of adat regulations based on pasang that demands obedience to is detailed. Prescriptions in such contexts as shape, size, and orientation of housing that must be built. The force of adat allows possibilities of empowering local institutions for managing forest resources in the context of the future scenario of regional autonomy. This paper considers the question of the extent to which the institution of Ammatoa leadership and is associates adat constitute an institution that has fully been used for the village forest in this locality of South Sulawesi. It mainly considers the question of how these institutions can be updated and contextualized througe a process of reflective mutual understanding to cope with the context of regional autonomy. The paper concludes by investigating the reality of changes in the Ammatoa system as it responds not only to the expansion of the forest resource management requirements but also the imperatives to transform into an open community.
This research aims to analyse the implementation of the Kaili regional language preservation and development policy in Palu City. The policy implementation model uses theories from Van Metter and Van Horn, which affect the performance of public policy implementation consisting of six aspects, namely: (1) Policy objectives (2) Resources (3) Characteristics of implementing agencies (4) Communication between organizations (5) Socioeconomic and political environment, (6) Disposition (Implementing attitude). The results of the study show that the implementation of regional language preservation and development programs in the city of Palu issued a number of regulations, namely in the primary school level curriculum the existence of subjects using language regions, naming street names with BDK and broadcasting tv shows using local languages, the proper implementation of a program is the result of commitment and understanding of the implementers of existing regulations / policies and being able to make local policies to strengthen the implementation of conservation and development of regional languages in the city of Palu.
Perda Literacy Al-Quran (BCTA) which passed in 27 April 2012, but actually this regulation has long proclaimed the new year, but this can be realized and in Perda. Type of study is a survey approach, using interviews and questionnaires as material to reveal the facts and data necessary research to support the discussion of research. Survey and interview approach is an approach in making the news and the fact that these events are found relative, the distribution for further research. surveys and interviews are also used to investigate the implementation of government policies in achieving the objectives for the implementation of Regulation Literacy Al-Quran, study uses informants. This study uses data analysis techniques derived from the results of this study will be analyzed descriptively the result of an interview with the informants and respondents will also be supported with quantitative data in the form frekuensi.Hasil tabulation showed that people have taken enthusiastically to the government's policy the enforcement of laws Literacy Quran could bring a lot more people know the Koran and fluent in reading the Al-Quran for the betterment of life towards a better society, Till hopes ideals of the nation can be achieved as stated in the introduction of legislation (nation intellectual life and participate in the establishment of world order bedasarkan lasting peace and social justice for all Indonesian people), the next generation will be a major Insan literacy understand the Quran for the continued life of the nation and the state can be achieved.
