The concept of Public Private Partnership (PPP) provides efficiency and Effectiveness in providing public services to the community, as well as helping the government sector deal with limited budget and resources in developing the tourism sector. This study aims to determine how the implementation of the Public Private Partnership (PPP) in tourism development in North Toraja Regency. This research uses a qualitative approach. Data collection was carried out by interview, observation and documentation study. Data processing techniques and data analysis were carried out in three stages, namely: data reduction, presentation and conclusion drawing. The informants in this study were: (a) the Culture and Tourism Office of North Toraja Regency; (b) Owner / Manager of Ke'te Kesu 'and Lempe Negeri Diatas Awan Tourism Object; (c) Visitors / Community. The results showed: (1) Equity shows the existence of a win-win solution in the distribution of cooperation which has an impact on receiving fees and tourism services; (2) The Effectiveness of this MoU (cooperation agreement) is seen to be effective in receiving revenue (retribution) and providing services to visitors or tourists; (3) The efficiency in this public-private collaboration shows that the use of resources in the development of tourist objects is proven to be more efficient with the involvement of the private sector; (4) Exportability shows the government gets a high risk of demand to meet the needs of tourist objects and compensation to communities affected by the construction of tourist attraction facilities and infrastructure.
The tourism sector is a strategic and superior sector that is the focus of development in supporting the regional economy of Merauke Regency. The tourist attractions of Merauke Regency include natural tourism, cultural tourism and artificial tourism. The wealth of tourism owned can be the main capital in the economic development of Merauke Regency. In addition, its tourism wealth also places Merauke Regency in a strategic position in the tourism constellation of the Unitary State of the Republic of Indonesia. For this reason, the development of local community-based tourism is important to do so as to increase community participation and improve the economy. This study aims to explain the network of local community-based tourism development policies in Merauke Regency based on three institutional pillars (regulative, normative and cultural-cognitive). This study uses a qualitative approach. Data was collected through interviews, observation and documentation studies. Data processing and analysis techniques were carried out with data reduction, data display, and conclusion drawing/verification. Determination of informants using purvosive sampling technique. The results of the study show that there is a regulatory synergy, namely the synergy of rules issued by the Merauke district government with the system of rules used in the life of indigenous peoples. Normative shows mentoring and community involvement around tourist sites for the development of skills and knowledge in tourism management, and cultural-cognitive shows the existence of shared knowledge and understanding related to developing economic aspects by creating production centers for the development of the potential of local communities in collaboration with the customs of indigenous peoples in producing their cultural products
Policy implementation is defined as actions taken by individuals or groups as policy implementers against policy targets or target groups (policy impact recipients) in order to achieve organizational goals to be achieved. The success of the policy implementation process until the results are achieved depends on the program activities that have been designed and sufficient funding, and in implementation there are several things that affect the successful implementation of a program. This research method uses a quantitative approach to explain the content of policy in the Election Commission Regulations to create quality voter data. The technique of processing and data analysis is inferential statistics using a Likert scale. Sampling using Non-Probability sampling and the population in this study are election technical organizers, election supervisors, government and society. The results showed that the content of policy in the General Election Commission Regulation has a significant effect on the quality of voter data, then the implementation of the General Election Commission Regulation concerning the preparation of voter lists have resulted in a significant degree of quality in the voter list so as to provide sufficient guarantee to citizens in determining their voting rights.
Abstrak Penelitian ini merupakan jenis penelitian kuantitatif yang bertujuan untuk mengetahui dan menganalisis bagaimana pengaruh kinerja pegawai terhadap kualitas pelayanan di Puskesmas Biru Kecamatan Tanete Riattang Kabupaten Bone. Variabel bebas dalam penelitian ini adalah kinerja pegawai sedangkan variabel terikatnya adalah kualitas pelayanan. Populasi dalam penelitian ini adalah Pasien/masyarakat di Puskesmas Biru Kecamatan Tanete Riattang Kabupaten Bone sebanyak 96 pasien, sedangkan untuk sampelnya menggunakan metode Slovin. Data hasil penelitian diperoleh dengan menggunakan teknik kuesioner, dokumentasi dan observasi. Metode analisis data yang digunakan adalah uji validitas, uji reliabilitas dan uji korelasi. Tehnik analisis data yang digunakan adalah analisis deskriptif (presentase dan mean), uji asusmsi klasik (uji normalitas, uji linieratis, uji multikolinieritas, uji heteroskedastisitas) uji regresi linear sederhan, uji-t, dan uji delta koefisien determinasi (ΔR2). Hasil penelitian menunjukkan bahwa kinerja pegawai berpengaruh terhadap kualitas pelayanan, besarnya pengaruh yang diberikan adalah 92.3% sisanya adalah 7.7% dijelaskan atau dipengaruhi oleh variabel lain yang tidak dipilih dalam penelitian ini.
