The northern coast of the Central Java province is considered to be the critical area of flood path. The area is vulnerable to floods because of incessant rain and/or sea-level rise, resulting in suffering to people and the deterioration of the ecosystem. A number of measures have been implemented to manage the problem of floods, although the results are not noteworthy. It is obvious that infrastructure capacity for flood control, community awareness and other multiple factors significantly contribute to averting the problem of flooding in the area. This study aimed to determine the level of flood-zone vulnerability, the level of community resilience to floods and the influence of vulnerability aspects on community resilience. Interviews were conducted to outline the resilience model. A quantitative method was employed to analyse the data. The results of this study indicated that the exposure aspect is the greatest variable in describing flood vulnerability. At the same time, the greatest variables determining community resilience are damages, followed by losses and personal casualties. Among the flood vulnerability aspects are the exposure and adaptive capacities that determine the community resilience of the northern coast of Central Java.
The northern coast of Central Java province is considered as the critical area of flood path. Semarang as capital city of this province with its junction area of Kendal and Demak always suffering from flood due to rain and or high tide seawater. It is realised that infrastructures' capacity for flood control, awareness of people and other multi-factors are significantly contributed on the flood problem in these area. Mixed-methods of quantitative and qualitative are employed to analyze the data. The study found that there was a decline in quality of -people's life, environment and its ecosystem. Awareness and responsiveness of people and also the other stakeholders are not progressive to overcome the problem of flood. This study is trying to contribute in outlining a model of adaptation and mitigation for the people to restore their ecosystem from the perspective of economist. Keywords: flood, climate-change, adaptation, mitigation JEL Classification: Q51, Q54 Model Adaptasi dan Mitigasi untuk Masyarakat Dalam Pemulihan Ekosistem Akibat Banjir di Semarang, Indonesia AbstrakPantai Utara di Provinsi Jawa Tengah dianggap sebagai daerah jalur kritis banjir. Abstract
The northern coast of Central Java Province, Indonesia, is considered as the critical area of flooding. The area always suffers from flooding because of heavy rainfall and/or sea level rise. Flooding brings a lot of consequences, including people’s suffering, property damage and property loss. A number of efforts have been carried out to manage flood problems, yet the achievement is incomplete without stakeholder involvement. Stakeholders have a very important role in flood risk reduction. A common understanding on the existence and role of stakeholders is important in achieving community resilience. The aim of this article was to analyse interest and cooperation among stakeholders in flood risk reduction. In-depth interviews were conducted to identify and analyse interest and influence of stakeholders in relation to flood risk reduction. MIC-MAC (Cross-impact Matrix Multiplication Applied to Classification) and MACTOR (Matrix of Alliance and Conflict: Tactics, Objectives, and Recommendations) methods were employed to analyse collected data. The results of this study indicated that restoration and humanity are the key objectives with major influence in lowering flood risk. The objectives are critical for the success of flood risk reduction efforts. The Disaster Management Agency is identified as the main stakeholder with the most important role in reducing flood risk in Central Java Province.
The concept of business risk has been extended to several new concepts. Disaster, disease, social unrest and terrorism are emerging as part of business risks. This study aim is to explore classification of disaster risk in micro, small and medium enterprises (MSME). This study explains factors and risk perception of disaster prevention and reduction. The study based on survey, which involved 315 MSMEs, focus group discussion and in-depth interview with several key informants. We use content analysis as a basic tool in the data analysis process, with descriptive statistic to complete information findings in the study. Unit analysis of this study are MSME industries, they are batik and textile, furniture and handy-craft and food industry. The result shows that they are interconnectedness between financial institution, local governance and MSME in the disaster risk management model. Each party has obligations in conducting preparedness of disaster and risk protection procedures for disaster risk management. We also find that there is still very low risk perception among MSME in Surakarta. This could be a potential problem when the disaster risk management should be implemented in MSME business.
