The article refers to innovative forms of management in thermal power enterprises. It is pointed out that the subject matter of the research paper is approaches of implementing technologies of personnel management in thermal power enterprises. The methodological framework consists of general research methods and also economic and statistical techniques, namely: systemic and structural anlsysis, statistical method of economic analysis, empirical analysis to determine trends of personnel management in thermal power enterprises; induction and deduction method to improve approaches to implementing technologies of personnel management in thermal power enterprises; abstract-logical analysis, economic and mathematical programming to provide the rationale for introducing process and project approaches to implementation of personnel management technologies. A number of trends relevant to staff resources in enterprises are highlighted. It is assumed that the low level of investment is due to the following factors: high depreciation costs of equipment and large consumption of natural resources, a rigid organizational structure, a lack of delegated decision-making and leadership, a top-down approach to making decisions, use of traditional technologies of staff motivation and development, harmful working conditions. The paper provides recommendations on approaches to organizational structure of personnel management. It is concluded that little interaction between business units and insufficient use of technologies for staff development stem from the linear functional model of organizational structure. Particular attention is given to the importance of introducing process approaches to personnel management through horizontal and vertical integration of activities. Project approaches are also considered to be useful for implementing technologies of personnel management in thermal power enterprises. The article suggests ways for project team formation (think tanks / business incubators) and further innovative development of thermal power enterprises. Special reference is made to implementing growth-oriented technologies for personnel management and project team formation in thermal power enterprises. Finally, a set of methods for recruiting project managers are developed.
The introduction of energy conservation and resource conservation measures has a positive impact on the environment and is one of the components of sustainable development at the macro level. In turn, at the micro level, such measures lead to a systematic decrease in the production costs of companies and thereby expand their economic and financial security. This article is devoted to the development of methodological tools for modeling the environmental and economic effect of added value created in the energy service market. For this, the peculiarities and components of the energy service contract have been identified. It has been established that one of the indicators of the conclusion of such a contract is the indicator of energy efficiency and environmental friendliness of measures in the structure of the added value of an energy service company. An analysis of existing 154 models of added value created in the energy service market is carried out. A model of economic value added is taken as the basis for modeling the ecological and economic effect of added value created in the energy service market. The rationale is that such value-added is a modification of the economic profit indicator, which measures the financial result of a company, considering not only accounting costs but also the opportunity costs of invested capital for energy efficiency and environmental measures.
The article focuses on the nature, content and interconnection between the main categories of the energy services market. The purpose of the research paper is to substantiate theoretical and applied aspects of developing the energy services market and put forward proposals for their further implementation into practice in Ukraine. Based on a systematic analysis and methods of analysis and synthesis it is proved that efficiency, viewed as an economic, technical and technological category, is an essential factor in the sustainable growth of the national economy. It is pointed out that increasing energy efficiency is linked with energy modernization in the basic sectors of Ukraine’s national economy as well as the application of brand new technologies, non-conventional and renewable energy sources, which can be implemented in the framework of market relations. The energy services market may serve as an organizational, economic and institutional form of such relations The research paper highlights the essence and content of the main categories of the energy services market: energy services, market structure and its basic characteristics, market actors and their interaction. The concept of an efficient industry market is applied for theoretical rationalizing of market structure and its basic features, which makes it possible to identify interdependence between all its components and address the peculiarities of energy services. It is found that the basic terms of supply in the market of energy services are limited due to the imperfection of the institutional and economic environment. The basic conditions of demand are characterized by high price elasticity on personal income and contradiction of behavior depending on the government’s social policy and costs of fuel and energy resources. High elasticity of demand and lack of substitute services result in the impossibility of developing a clear pricing strategy and affect the efficiency of market actors. The market structure is characterized by a high level of market barriers, caused by the peculiarities of providing energy services, which require the availability of high-tech equipment, special mechanisms, highlyskilled personnel, and the availability of a license. It is emphasized that market behavior is a marketing complex that requires flexibility in choosing a pricing strategy, advertising products, market research, engineering and technology research, and service delivery. Institutional provision requires an adequate state policy and informal imperatives of civil society in the field of energy efficiency of the national economy. The scheme of interaction between actors of the market of energy services is developed and functional interrelations between them in business operations are defined.
Introduction. In the conditions of formation a society of sustainable development the important task of the communal heat power engineering of Ukraine is to provide housing and communal, budget, social, and commercial spheres with the services on the supply of thermal energy at the level of European standards. However, the institutional, organizational and economic environment that has developed in municipal heat and power engineering does not allow solving this issue in its entirety. The urgency of the problem is exacerbated in the context of the integration intentions of Ukraine. Ukraine in its legislative initiatives declares the choice of a European model for the functioning of energy markets, as well as its desire to integrate into the European energy space, which requires the development of market relations in areas where the regime of natural monopoly operates. Formation of market relations in the municipal heat energy market means the development of a competitive environment and the emergence of independent heat energy producers using different types of fuels. The cost of producing heat depends on the type of fuel, that is, the market has a multi-fuel mode of its production. For this reason, the problem of tariff policy formation, which would reflect the economic relations that are emerging in the market, arises. Purpose. The article aims to substantiate and develop practical recommendations for the formation of the tariff policy of thermal energy production in Ukraine in the conditions of multi-fuel mode. Results. The basic models of the functioning have been determined with the help of systematization and generalization of international experience of functioning of competitive markets of thermal energy in developed countries. In this context, the basic model of functioning of the competitive heat energy market has been determined. This model is defined as an acceptable one for Ukrainian realities. It is determined that an acceptable model for developing a competitive environment in the heat energy market is the "Single Buyer" model, which is a compromise in modern Ukrainian economic realities. This model gives a moderate reduction in the average weighted tariff for the end user, stimulates the operator to increase the efficiency of its own production, and fosters fair competition between the operator and the independent producer.
