For Ukraine, restoring and ensuring the sustainable growth of the national economy through the involvement of, first and foremost, internal factors become extremely important. Therefore, finding out the causes of unsustainable economic growth is an important task of economic science. It is shown that Ukraine’s economy entered a phase of unsustainable growth due to exhaustion of the potential of restorative growth, reduction of the flow of export earnings and foreign capital and increase of external debt. The nature of recessions and upsurges in various economic models is researched. It is found that the national economy is in a state of prolonged recession replaced by minor upsurges, which gives rise to the illusion of overcoming the crisis. It is proved that for Ukraine’s economy there persists a threat to remain in the parameters of stagnation and small growth. The nature of transformation cycle, which includes two phases, is disclosed. Such a cycle determines the boundaries of transition period. The completion of recession and the transition to a stage of sustainable growth are possible only when the mechanism of the capitalist reproductive cycle of industrial capital is launched. It is concluded that the industrial cycle is an immanent form of development of new equipment and technology in a market economy. It is acknowledged that during the years of market transformation, the contradictions inherent in the transition period are not solved. These unresolved contradictions have become essential features of the existing model of capitalism in Ukraine, which give it a specifically historical identity. It is noted that the deep causes of the crisis of the Ukrainian model are embodied in the system of social reproduction of industrial capital, which, under conditions of market mechanisms, caused a sharp contraction of manufacturing industries and expansion of the raw material sectors. The proposition is justified that a way out of current problems and transition to the sustainable development trajectory are possible on the basis of a new model that would combine market and state-regulated principles. The necessity to develop the comprehensive plan for updating the material and technological structure of the national economy is substantiated.
It is shown that the post-war revival of Ukraine's economy is impossible on the basis of the existing economic model, which is based on the adaptation of domestic industries to the trends in world commodity markets. This model ensured economic "growth without development" and led to the deindustrialization. The need for the formation of an economic model, which will envisage the path to a new industrialization, is substantiated. New industrialization should begin with setting up the industries that could continue the technological chains of commodities production and easily replace imports. The analysis of the structure of domestic GDP use showed that domestic consumption did not become a driver of economic development. The existing economic model does not use exports to develop domestic production and increase the income of population. Therefore, when forming a new model of national economy, it is necessary to take into account the peculiarities of the movement of goods, capital, and labor depending on the waves of globalization and localization of world markets. Since today the world economy has entered a phase of global localization of production, the national development strategy of our country should also focus on creating conditions for the formation of national technological added value chains. To this end, it is necessary to increase a rate of capital accumulation, create new sub-sectors, new added value. The "Marshall Plan" for Ukraine became the main idea for restoring our economic development through the modernization and renewal of production potential. It is proposed that aid recipient countries submit thorough investment projects to a special agency that would establish requirements, criteria and estimates for their financial support. The "Marshall Plan" for Ukraine may become a basis of the national revival strategy, thus, Ukraine must be an active subject in the process of choosing its own development strategy, when its national interests will be realized with the help of this plan.
The legal form of public administration is analyzed, its internal economic content related to material production relations and the objective economic laws immanent in them is investigated. The research methodology is based on the demarcation of the structure and dynamics of the political-economic system, which is consistently carried out by the Odesa School of Economic Theory. It is shown that the political and economic content of public management and administration always has a concrete-historical character. The modern standard of an effective political and economic system is the "mirror symmetry" of its structural and dynamic dependencies. Such "mirror" symmetry is achieved only when the "top-down" dynamic dependence includes all structural levels of the political-economic system in sequence: public management and administration – objective production relations – productive forces of society. If one of these three levels falls out of the "chain" of dynamic dependencies, the system ceases to meet the political and economic requirements of modern development and is unable to find adequate answers to historical challenges. In the modern state-capitalist model of managed development, dynamic dependence is able to cover all three structural levels in the process of consciously using the objective economic laws of capitalism for the development of productive forces, including public management and administration. The practical significance of the research results is related to the justification of the objective necessity for Ukraine of a state-capitalist model of managed development, in which public management and administration are aimed at the conscious use of objective economic laws for the development of productive forces.

Розглянуто на основі методологічних засад процесу відтворення природу економічного розвитку. Обґрунтовано економічні межі застосування індустріальної техніки та об'єктивні передумови переходу до цифрових засобів виробництва. It is determined that the development of new digital technologies involves fi rst the restoration of the traditional three-link system of machines, i.e. the start of the reproduction cycle of industrial capital. Since the starting point of industrial capital is money capital, monetary and fi scal policies, in addition to determining macroeconomic proportions, should be the main links of economic policy. It is shown that one of the reasons for the failure of the reforms is the dominance of ideology over scientifi c developments.Th e provisions contained in this scientifi c study can serve as a scientifi c basis and methodological basis for the development of economic and industrial policy.
