The essence of administrative and territorial reform and decentralization reform in Ukraine is to move away from a centralized model of government in the state, ensure the ability of local self-government and build an effective system of territorial power organization in Ukraine based on the principles of subsidiarity, omnipresence and financial self-sufficiency of local self-government. The purpose of the article is to identify areas for improving the effectiveness of the administrative-territorial reform in Ukraine based on assessing the results of its financial decentralization component. Peculiarities of changing the territorial basis of local self-government in Ukraine investigate the necessity of moving from a voluntary amalgamation of territorial communities to the stage of their formation according to clearly defined criteria and providing opportunities for the development of such communities in the future. It focuses on the need to consolidate areas and change the system of interaction of the subregional level with the amalgamated territorial communities at a basic level.
Ukraine's integration into the European Economic Area is accompanied by large-scale labor migration of economically active population. Under the current conditions, it takes on new forms of quality, the motivational component of labor displacements is changing, the structure of the population included in the sphere of migration processes has undergone significant changes, the share of persons with high professional qualification and educational level and considerable work experience has increased. All this requires deep reflection and investigation of the cause and effect relationships of labor migration, a thorough scientific analysis of current trends, identification of benefits and potential threats to the country, the formation of a well-considered state labor migration policy. Paying attention to existing scientific developments, it should be noted that studies of labor migration processes, with a small exception, are at an early stage: many methodological and organizational aspects of their regulation are not properly disclosed, they lack a deep scientific understanding of the essence of migration processes as a complex social and economic phenomenon. The article attempts to reveal the epistemological nature and essence of the migration process as a complex system of social order. Particular attention is paid to the analysis of its system-forming components, which are in causal relationships and ensure its integrity, which is important for the formation of organizational and economic mechanism of regulation of labor migration processes. In the course of the research it was found out that the migration process as a complex system involves a number of interrelated stages - migration environment, migration situation, migration behavior, migration movement, i.e. mobility and adaptation of labor migrants. The article focuses on the analysis of the initial, basic stage of the migration process - the migration environment, which determines the migration situation, under the influence of which migration behavior is formed, and therefore migration mobility and the intensity of labor movements. This understanding of the nature of migration processes is essential for the practice of regulating migration processes and for the formation of an organizational and economic mechanism for regulating labor movements. The analysis of each of the isolated stages makes it possible to ensure the systematic and comprehensive management of labor migration processes, to increase the efficiency of the state migration policy. The purpose of this work is to identify some issues of current sustainable development process in polyethnic border regions of Ukraine. The need to involve various domestic stakeholders (like local, regional and national authorities, businesses, households, education and research institutions, NGOs, regional development agencies) and representatives from neighboring countries in elaboration and implementation of sustainable development programs in border regions is substantiated. Conducted survey helped to identify the position of local NGOs representatives, involved into the different regional development projects, about the priority directions of sustainable development and obstacles for their realization in the polyethnic region. Certain peculiarities of sustainable development related to regional polyethnicity have been identified during the survey. Certain ways to increase the involvement of various ethnic groups in process of sustainable development in border regions have been proposed.
The article is focused on the formation of an effective tariff policy for the use of natural resources and environmental pollution. The article substantiates that such a policy should be aimed at minimizing the negative impact of economic and business activities on the environment, which will ultimately increase the efficiency and rational use of available natural resources of separate mountain areas based on their development priorities. The main factors are outlined that stipulate for the complexity and urgency of solving environmental problems in mountain areas, where special attention is focused on the impact of existing economic entities on the use of local natural resources and the impact of their activities on the environment is determined. The article defines the methodological tools for calculating the assessment of the impact of investment projects on the environmental situation of a particular area where the investment project will be implemented. The study reveals methods for calculating two indicators related to emissions of harmful substances into the environment, in particular the calculation of the coefficients of ecological purity of productions for atmosphere and water in some separate areas.
