The ratio of China's logistical cost to GDP is still quite high compared with those of developed countries. The explosive increase in throughput of China's container ports have led to aggravated port congestions. Given the situation, import and export enterprises are making use of empty container reuse transportation and rationalizing container transportation to reduce cost. Accordingly, the paper proposes three types of container supply and demand modes, among which the most important one is the constraints of the application of reuse transportation and the expansion plan of this type of transportation. The study aims at innovating empty container operation management in order to enhance national competitiveness by streamlining logistics.
