The article deals with the problems of effective organization of electronic personnel documentation at the level of an economic entity. The purpose of the work was to analyze the problems of implementation and determine the prospects for the development of electronic personnel turnover in the modern Russian economy. The main methods of research were the method of abstraction and the method of generalization (in the analysis of scientific literature, the formulation of recommendations and conclusions). The paper concluded that Russian enterprises are attempting to switch completely to electronic personnel workflow. Effective development of electronic personnel turnover at the micro level should be based on the creation of an appropriate information support system at the state level. The objectives of the implementation of personnel electronic document management at the level of economic entities are: simplification of work with personnel data, the formation of a coherent system of functioning units within the organization, increasing the efficiency of information processing, increasing the overall labor productivity of employees. The main directions of optimization of the documentary flow system are substantiated, including organizational, technical, software and technical components, the authors note that the optimization will allow to establish the structure of the documentation, identify the structure of the organization's documentary flows and their internal content, establish patterns of documentation movement within the documentary flow. The advantages and disadvantages of the electronic document management systems currently used on the Russian market, such as the ECM Logic; 1C: Document; DocsVision system; DIRECTUM; SED Case; EMC Documentum; Corus-Consulting, Codex: Document flow. All considered programs have a personnel block and can be used in working with frames. The unification and lack of industry specificity are identified as the main shortcomings in the use of these systems.
This paper looks into issues related to achieving sustainable economic growth in Russia, with a focus on some of the key requirements that must be met in this regard in the context of economic policy. Its main purpose is to identify some of the key components of economic growth that can help design an effective economic policy aimed at stimulating economic growth. The principal methods employed by the authors include analysis and synthesis, scholarly abstraction, and mathematical modeling. The paper examines some of the major competing strategies for development in Russia. Despite the multiplicity of ideas on the subject, these growth strategies are predicated on the consideration that jumpstarting the economy requires greater investment. Indeed, this is a crucial conditionbut that is not enough. Based on an analysis of fundamental economic identities and the economic situation in Russia, the authors formulate a set of key requirements for economic policy on stimulating economic growth. It is suggested that a possible basis for economic growth in Russia is mainly boosts in labor productivity. With that said, the government must maintain a balance in terms of the dynamics of investment and wages, with a focus on advanced growth in pay relative to labor productivity. In this context, it is worth noting that the dynamics of growth in pay is among the key components of economic growth. In this regard, the authors are of the view that growth in pay must be viewed as a key factor in economic growthnot a consequence thereof. Unfortunately, there is a myth in the economic literature that growth in pay is a consequence of economic growth and growth in labor productivity. The findings from the research reported in this paper could be used by Russia's government authorities in designing their economic policy aimed at stimulating economic growth.
Sustainable development of the enterprise in the conditions of continuous development of economy and social changes is based on the effective personnel policy as the personnel is the most valuable resource of the organization. The purpose of the work was to identify problems and determine the prospects of formation of personnel policy of the enterprise in the conditions of digitalization of the economy. The research is based on the use of general research methods, comparative and structural-logical analysis, empirical generalization, tabular and graphical methods of presentation of statistical and computational data. The work defines the elements of personnel policy and reveals the main functional directions of personnel policy development in the conditions of digitalization of the economy. The stages of formation of personnel policy at the enterprise are considered, as well as the directions of transformation of personnel policy in the conditions of digitalization of economy are defined. It is determined that the use of electronic document flow is a direction of increasing the efficiency of the functioning of personnel policy of the enterprise. It is concluded that the use of personnel electronic document management system is based on the use of telecommunication channels. The advantages of electronic information exchange application are revealed, and also stimulating and restraining factors of its development are identified. The attention is focused on the directions of development of personnel electronic turnover in the conditions of digital transformation. It is argued that the use of information technologies creates new tools in the work with the personnel of the enterprise, ensuring the growth of the efficiency of enterprises. As a result, it was concluded that the transformation of personnel policy of the enterprise is a necessary process in the conditions of digitalization. Information technologies create opportunities for using new tools of work with the personnel of the enterprise.
