Aim. To summarize the experience of conducting special tactical exercises of the forces and means of the EMERCOM of Russia in the event of a massive admission of victims of an emergency of a biological and social nature (terrorist act) to a multidisciplinary hospital and an airmobile hospital of the EMERCOM of Russia.Materials and methods. The normative documents and experience in response of the EMERCOM of Russia during the training period with a massive influx of victims were analyzed.Results and their analysis. The results of special tactical exercises, the experience of the deployment and actions of the forces and means of the EMERCOM of Russia during the mass admission of victims of a terrorist act to a multidisciplinary hospital and an airmobile hospital of the EMERCOM of Russia are presented. For evacuating 50 victims, ambulance aircraft (MI-8 helicopter), ambulances and cars were used. The exercise was attended by over 300 people, including observers and participants in the exercise, victims.Conclusion. The data obtained are an important basis for maintaining the readiness of the forces and means of the Russian Emergencies Ministry to respond to emergencies.
Relevance. Based on the appeal of the Governor of the Murmansk region to the Operational Headquarters on preventing import and spread of a new coronavirus infection in Russia due to the aggravation of the epidemiological situation and in order to localize the spread of COVID-19, the Russian Emercom allocated forces and capabilities, including an airmobile hospital (AMH) and a temporary accommodation center, in the region. AMH was deployed at the industrial site of the Center for the construction of large-scale offshore facilities of NOVATEK-Murmansk LLC and subcontractors in Belokamenka village, where more than 10 thousand people worked and lived on a rotational basis.Intention. Summarize and analyze the experience of the AMH of Emercom of Russia under field conditions of an outbreak of the new coronavirus infection.Methodology. Daily reports on the activities of Emercom of Russia AMH were analyzed for the period from April 17, 2020 to June 12, 2020.Results and Discussion. Field camp deployment and functioning of Emercom of Russia AMH integrated into a regional medical and preventive institution are described. The data on admitted patients, scope and types of diagnostic tests are presented. It is shown that AMH as a separate outpatient diagnostic department of the Kolsky Central District Hospital should provide special and sanitary treatment, patient referrals and an algorithm of personnel activities, and also comply with antiepidemic measures. During the period of AMH activities in the field, 1678 shift workers got medical advice, 3086 diagnostic studies were carried out for shift workers and employees of the Emercom of Russia. COVID-19 was detected in 500 persons, including 328 cases of mild disease, 98 cases of moderate severity, and 74 severe cases, without case fatalities. The outbreak and spread of the new coronavirus (COVID-19) infection as an emergency in the subject of Russia and at the large industrial and construction site were brought under control.Conclusion. This experience will help improve the activities of the Emercom of Russia AMH under field conditions.
У статті доводиться, що корпоративна культура є одним із важливих компонентів у сфері організаційної поведінки, зокрема для цілей кращого розуміння як організаційного контексту, так і людей, які управляють організаціями. Звідси випливає, що корпоративна культура може впливати на успішність досягнення організацією її цілей та задач. Показано, що корпоративна культура або ж організаційна відданість мають потенційний вплив на організаційну ефективність. Таким чином організаційна культура може покращити рівень організаційної відданості і відтак забезпечити організаційний успіх. Поняття «відданість» розглядається як бажання соціальних суб’єктів віддавати свою енергію та лояльність певній соціальній системі, або ж як дієву прив’язаність до певної організації поза факторами чисто інструментального впливу, заради яких можна було би підтримувати таку прив’язаність. Ці фактори також мають важливе значення для управлінців, які є провідниками системно важливих процесів усередині організації. Відповідно, ці фактори, корпоративна культура та організаційна відданість, можуть бути пов’язані. Результати нашої роботи показують, що існує зв’язок між корпоративною культурою та організаційною відданістю. Зазначено, що корпоративна культура та організаційна відданість мають вплив на робочу продуктивність. Це означає, що певний тип корпоративної культури та організаційної відданості може сприяти більшій продуктивності та успішності організації в цілому. Такий висновок має важливе значення для управління та розвитку, зокрема стосовно розвитку людських ресурсів та мотивації для працівників. Обґрунтовано, що для цілей мотивації персоналу слід спершу визначити тип організаційної культури, аби потім виділити відповідний тип організаційної відданості, на який слід робити наголос усередині організації.
The complex of climatic and geographical conditions of the Arctic determines the high intensity of the polysystem adaptive response of the organism, the duration of which is additionally influenced by individual genetic characteristics, social conditions, psychological and work loads. Taking into account the relevance of timely prevention and early diagnosis of stress-induced somatic pathology in EMERCOM employees working in unfavorable climatic and geographical zones, the authors evaluated the informative value of determining the level of steroid hormones and insulin as laboratory markers of adaptation to Arctic conditions. The expediency of developing objective criteria for the interpretation of the insulin/cortisol index and studying the informativeness of the 17ONprogesterone level as the earliest marker of adaptation to unfavorable climatic and geographical conditions of the Arctic is substantiated
Relevance. The Airmobile Hospital (AMH) of the EMERCOM of Russia is part of the State Central Airmobile Rescue Team of the EMERCOM of Russia (the “Tsentrospas” squad) and is always ready to eliminate medical and sanitary consequences of various emergencies in Russia and other countries. However, there are very few publications on its tasks, structure, main divisions, equipment, deployment options and features of work when mitigating health consequences of emergencies. In this regard, a number of publications are planned to consistently reflect the tasks and main tactical and technical characteristics (report 1), experience of the EMERCOM of Russia AMH in Russia (report 2), in foreign countries (report 3), as well as when mitigating consequences of some most significant emergencies (report 4).Intention: To summarize and analyze the tasks, types of medical care, staff structure, equipment, features of the deployment and functioning of the EMERCOM of Russia AMH when mitigating medical and sanitary consequences of emergencies.Methodology. There were analyzed regulatory documents, staff, reports on the work of the EMERCOM of Russia AMH for the period from 17.04.1996 to 01.01.2021.Results and Discussion. The tasks, structure, main types of medical care and options for deploying an airmobile hospital of the Russian EMERCOM, as well as information on its equipment are given. It is shown that the AMH operation in the field can be organized via two main deployment options for 50 and 100 beds. Information is provided on the licensed activities of the airmobile hospital and the features of its functioning as well as engineering and technical support.Conclusion. These data are an important basis for improving the activities of field mobile medical units of the Ministry of Health of Russia, the EMERCOM of Russia, the Armed Forces of Russia intended for mitigating medical and sanitary consequences of emergencies.
