In Shimane Prefecture the number of Kominkan began to decrease in 2005. By 2015, they decreased by 152 Kominkan. The main reason for this is the shift from Kominkan to Community centers. The purpose of this study is to analyze the transition process and the changes in facility management, usage conditions, and to clarify the effects and issues of the transition. It became clear that the transition from Kominkan to Community centers is a matter for each local government to judge, but when considering it, it is important to keep the function that Kominkan has played in past community development.
