Radiation exposure or radioactive release from nuclear installation should be monitored for ensuring safety and security to the worker, member of the public, and the environment. Radiological Data Monitoring System (RDMS) is one of the systems for conducting radiation monitoring. Transfer data process from local RDMS to central server generates some cyber vulnerabilities, including data confidentiality, integrity, and availability. A literature study to propose secure data transmission for supporting radiation monitoring system in nuclear installation has been conducted. For ensuring secure data transmission, some data security mechanism should be implemented, such as authentication process for each new RDMS, encryption of data uplink and downlink. Both symmetric and asymmetric cryptography algorithm can be implemented. Combination of algorithm cryptography, such as Advanced Encryption Standard (AES) and Elliptical Curve Cryptography (ECC), or Asymmetric key based Cryptographic Algorithm using Four Prime numbers (ACAFP) and ECC will be powerful for increasing the data security level in the data transmission process. In the development of security protocol algorithm, it should be considered the system configuration, capability of the local microprocessor, and power supply capacity in RDMS.
PROGRAM PENGEMBANGAN SUMBER DAYA MANUSIA PENGAWASAN TENAGA NUKLIR DALAM RANGKA INTRODUKSI PLTN DI INDONESIA. Rencana pembangunan Pembangkit Listrik Tenaga Nuklir (PLTN) di lndonesia menghadapi tantangan yang tidak mudah. Salah satu aspek yang diragukan publik adalah kesiapan sumber daya manusia (SDM). Sumber daya manusia dimaksud meliputi tenaga operator, sumber daya manusia di badan litbang dan promotor, maupun badan pengawas. Generasi SDM yang menekuni teknologi nuklir mengalami kesenjangan usia maupun kemampuan penguasaan keilmuan yang cukup lebar antara generasi pendahulu dan generasi penerusnya. Keadaan ini juga terjadi dengan SDM pengawasan pemanfaatan tenaga nuklir yang ada di Badan Pengawas Tenaga Nuklir (BAPETEN). lntroduksi PLTN harus disikapi dengan penyusunan program peningkatan dan pengembangan kualitas SDM yang terencana, terstruktur, dan tersistematisasi dengan baik. Program tersebut harus dimulai dengan pemetaan kekuatan, kelemahan, peluang dan tantangan SDM secara kelembagaan untuk mendukung introduksi PLTN. Pengembangan dan peningkatan SDM pengawasan PLTN harus memadukan peningkatan jenjang pendidikan, penyelenggaraan pelatihan, fasilitasi kegiatan pertemuan ilmiah, dukungan dan pembinaan jabatan fungsional yang terkait, serta penanaman nilai moralitas dan budi pekerti yang luhur. Dengan terwujudnya SDM pengawasan PLTN yang kompeten dan profesional, maka masyarakat akan lebih mudah untuk diyakinkan bahwa pemanfaatan PLTN dijamin aman dan selamat, serta sangat berguna bagi kepentingan rakyat, bangsa, dan negara.
