299The starting point for this research is the authors' hypothesis that global innovational networks play an important role in the development of the modern global economy because they stimulate international cooperation in the innovational sphere, the translation of knowledge in the global economic system, and general scientific and technological development and production development.The purpose of this article is to verify this hypothesis, conduct a complex study on the phenomenon of global innovational networks, and determine their purpose and role in the development of the modern global economy. The methodological basis of this research is founded on the logical modeling of economic systems and methods of structural and functional, systemic, and problem analysis.In the process of the research, the authors studied examples of global innovational networks created based on modern Europe that include countries from all over the world, namely, Horizon 2020, ERA.Net RUS, and Eurocores (European Collaboration Research). The authors also conducted complex analysis of statistical information on various global innovational networks, the dynamics of the quantity of innovational projects, realized participation in global innovational networks, and the significance of the global innovational indexes of countries of Western Europe (Great Britain, Germany, France, and Italy), Central and Eastern Europe (Czech Republic, Poland, Hungary, and Latvia) and Russia in [2005][2006][2007][2008][2009][2010][2011][2012][2013][2014].The authors provide a sense of global innovational networks, including their peculiarities and advantages; build a structural and logical model of the global market of innovations; and determine the role of global innovational networks in the development of the modern global economy. The article is devoted to investigate the problem of creation and improvement of country's infrastructure based on public-private partnership (further referred as PPP). As an object of research, authors look at public relations, that arise during the implementation of projects under the framework of the PPP law. The article considers the norms of the PPP law, as well as other laws, that regulate various aspects of agreements under PPP. As a result of conducting research, authors conclude that first of all, the difference between PPP and other forms of collaboration between the state and private sector (e.g. rent, privatization) is in its private principles, legal mechanisms and forms of realization. Such relations require a well-developed normative-legal basis. Secondly, the main idea of the stated law is not the opportunity for the private party to purchase the object of the agreement, but a wide opportunity to develop an effective form of PPP. Given this, authors point out, that the law about PPP possesses a number of features, that need to be considered alongside with various branches of legal rights. After the law was accepted, there was a need to reconsider a number of normative-legal acts of federal and regional significance in the aspect of public investment and budgetary guarantees. Given this, it is necessary to investigate the problems of public-private relations regulation in a complex manner, which will allow to define the key directions for the development of this institution.
The purpose of the article is to determine the development trends of the best available technique installation mechanism and innovative institutions as suppliers of Russian analogues of such techniques in Russia and its regions. The best available techniques are considered in this article as the latest techniques, initially formed in the innovative sector with their subsequent implementation and inclusion in the category of the best available ones. The sources of this technique are considered as regional innovation systems, in which the innovative investigations are created and tested. In this regard, when forming a mechanism for the best available technique installation in the Russian regions, including the forest sector, it is necessary to ensure communication with the innovation sector, which would form the industrial enterprises’ demand for innovative environmental investigations. Taking into consideration the manufacturing industries’ linkage, the necessary innovations in the forest sector have been analyzed. Forestry is a supplier of raw materials for furniture and paper industries. Therefore, the modernization of reference books on the industries should be appropriate and comply with the programs for the forestry development in the Russian Federation.
The article deals with the issue of working out approaches to improving performance of regional institutions for stimulation of investment and innovation activities development in the Russian Federation.Regional innovative systems are the suppliers of innovative techniques for all economy sectors, social sector and territorial ecosystems. Particularly, much attention in the article is paid to the necessity of constant update of the so-called "best available techniques", which are to be introduced in Russian regions in the framework of the national project "Ecology".The target of research for the article is Rostov region with its innovative system with regard to the existing institutions, promoting the investment and innovation activities. The authors have explored the core indicators of the investment and innovation development in Rostov region and implemented systematization of innovative development in existing institutions (expert organizations) considering such factors as implemented support measures for the regional innovative system subjects, targets and sources of funding. The prospective ability of correlation between the employed support measures of researchand-development and implementational works and the needs for the prospectively best available techniques in the region's production sector has been studied as a particular factor.
