The article presents research results of theoretical and methodological basis of financial strategy formation and mechanisms for implementation of Russian industrial enterprises to ensure their strategic development. The necessity of developing the industrial enterprise's financial strategy based on comprehensive evaluation of its strategic potential. The authors propose a methodological approach to developing a financial strategy based on the analysis of the enterprise's strategic potential by calculating the integrated index (SPt), which allows not only to analyze and evaluate the influence of factors internal and external environment, financial position and internal capacity of the enterprise, its strategic capabilities and competitiveness, but also to determine the best type of financial strategy. The results of the analysis showed that depending on the value of this indicator identifies five basic levels of strategic potential development (absolute, high, stable, unstable and critical levels) and the most appropriate types of financial strategies: aggressive or accelerated growth, moderate growth, conservative or defensive, crisis or financial stabilization strategy, survival or elimination. Under the proposed methodological approach, the method of comprehensive evaluation of the industrial enterprise's strategic potential, outlining the priority areas for the implementation of the financial strategy.

Medical tourism is a type of niche tourism, characterized by rapid growth and development at present. The term reflects the practice of moving people from their permanent place of residence within their own country or abroad in order to consume a wide range of medical services of varying degrees of complexity. The medical tourism market has undergone changes over the past few years: if five years ago the leading positions were occupied by the USA, Germany and Israel, then today the top five are Singapore, Italy, Japan, Switzerland and Australia. Our country is gradually becoming a competitive player in this market, which confirms Russia's inclusion in the list of countries where you can get high-quality and relatively inexpensive medical care. The article provides a comprehensive analysis of the current state of medical tourism, as a result of which strategic priorities have been identified for the successful functioning of a highquality and competitive medical tourism industry. Digital technologies is one of the priorities in the development of the healthcare sector worldwide, this market is increasing by a quarter every year.The process can provide a breakthrough in the availability and quality of services without increasing health care costs. Therefore the development of digital medicine is carried out with the active participation of the state.Russia is not an exception.In Russia, several informationanalytical projects of noticeable global scale are already being introduced. In the near future, fundamentally new ways of development may emerge in the healthcare sector: digitalization of medical data, use of mobile devices to monitor and transmit medical indicators online, developing cloud services providing their storage and processing, introducing artificial intelligence to help doctors quickly take the right decisions. The article considers digital technologies in healthcare as a complex of financial, economic, technical, social, organizational, production business processes that can affect the quality of medical services, the performance of the state guarantees program of medical care, and ultimately, the quality of life of citizens and the implementation of the state strategic plans as a whole. The authors provide analysis of the implementation of digital technologies in health care and assert that digital health technologies are successfully implemented in the Russian Federation, and make appropriate generalizations and conclusions.

In modern conditions prospects for the further healthcare sector development are directly related to innovation processes. Innovations should make medical care accessible, aimed at the most effective result and improving the provided medical services quality, taking into account the latest scientific achievements and their practical application in the work of healthcare institutions of various ownership forms and specializations. The article analyzes the innovation management process in the health care based on the study of the circumstances in the industry, taking into account the development of innovations in various areas. The authors argue that innovations in healthcare are multifaceted and encompass both management, and the hightech assistance provision and the informatization of the industry. The analysis results revealed the specificity, characteristics, directions of health care innovation development.
