Abstract-At the current stage of development of market relations, economic entities` innovative activities are an essential factor for competitiveness. In this connection, this article reveals content of modern approaches to fiscal stimulus of innovative activities as it is the most effective method of financial provision of economic entities in foreign and national practice. The paper considers modalities for the operation of the industrial sector, analysis of the level of innovative development in industry from the systematic viewpoint. To determine the new step, the radical transformation of industrial policy is needed. To address this issue, the methods of evaluating the innovative development level for the industrial sector are proposed by the authors of the article provided by the description of this methodology. Therefore, the objective of the report is to consider the methodology of development innovation as the efficient growth of industrial policy. The aim of the paper is to consider the issue of evaluating the level of innovative development on the basis of the domestic and international researches. This requires accomplishing the following objectives. 1. To consider the scientific researches in recent researches and publications in the innovative development area. 2. To submit the methods of evaluation of the level of innovative development for industrial sector. 3. To provide recommendations for practical application and further use of methodology of the innovative development administration for industrial sector.

The article deals with the development of approach to the efficiency management analysis of investment activities of JSC "Russian Railways" on the basis of optimal management tasks and construction of socio-ecological-economic models of the regions to ensure their sustainable development due to the implementation of industry investment projects. The object of research is the investment activity of Russian Railways, taking into account its governmental support. The subject of research is the optimal control of investment activity performance.

Due to the strengthening requirements of the Bank of Russia for credit institutions and the increasing amount of loan transactions in banking, credit institutions have to constantly monitor the changes of external and internal risks, improve the existing risk management system in order to increase their financial stability. In this respect, the risk management for the loss of liquidity may seem a comprehensive and controversial problem, whose best solution can only be found taking into consideration various factors and management goals. This article aims to study the methodology of liquidity assessment and management for a credit institution. The authors address the components, stages, and goals of risk management, assessment, and risk management criteria in the banking sector and on the credit institution level, as well as the liquidity risk assessment and management direction selection in credit institutions.

The priority goals of the national development of Russia in modern times are associated with technological innovations and digital technologies. To achieve the goals, it is essential to train highly qualified personnel, to raise the level of the country's personnel potential, to develop the national qualifications system, and to implement professional standards, including those in the field of professional education. The international practice shows that introduction of professional standards provides the requirements to the specialist and insures interrelationship between the labor market and the specialist competencies formed by the system of higher and secondary professional education. The science and education sector generates "talents and ideas", which in turn are sources of innovation. The study attempts to define the role of professional standards in innovative development of the country and to investigate the mechanism of their implementation in the system of higher education. To achieve this goal, a number of tasks should be fulfilled: 1) to reveal the importance of professional standards for development of the labor market and enhancement of the competitiveness of national innovation systems; 2) to analyze regulatory, organizational, and methodological aspects of implementation of professional standards;3) to identify the features of the mechanism for implementation of professional standards in the system of higher education.
