A networked economy is an environment in which any company or individual in any economic system can contact with minimal cost with any other company or individual about teamwork, trade, exchange of ideas, or just for fun. The networked economy sets the vector along which socio-economic systems of micro, meso, macro levels will develop in the long term, which necessitates research and comprehensive analysis of digital transformation processes. The authors analyzed the essence of the network economy and its impact on the sphere of management, analyzed the current state of the Ukrainian system of public administration in the network economy's conditions and identified the main problematic tasks. Based on the analysis, the authors identified goals for the main areas of public administration and proposed a scheme for the organizational transformation of the public administration system in a networked economy. The authors also proposed a system of indices to assess the state of transformation of the public administration system in a networked economy and identify development trends.
The processes of expansion of regional actors in the world market have led to significant changes not only in approaches, methods and tools for managing and regulating international economic relations, but also in the framework of regional economic policies implemented in countries. Regional economic policy is no longer an instrument of purely domestic economic policy of the state and has become a management tool that is largely responsible for the country's competitiveness. This new status is also due to the fact that the region, compared to the national economy, has a much more adaptive potential in terms of changing external conditions and less inertia in the development process. This is a broad way of concentrating factors of production in a relatively short period of time, creating the necessary conditions for the impact of the scale of production, the influence of agglomeration, which is significantly affected by the competitiveness of the territory and the economic entities operating in it.
APPROACHES TO CONFLICT MANAGEMENT IN TERRITORIAL COMMUNITIES В статті проаналізовано праці вчених та практичні посібники присвячені проблемам профілактики та вирішення конфліктів у територіальних громадах. Мета статті полягає в переосмисленні підходів щодо управління конфліктами у територіальних громадах у воєнний і повоєнний період, аналізі існуючого досвіду вирішення конфліктів. Розглянуто питання: що таке конфлікт, де може виникнути конфлікт у громаді чи в органі місцевого самоврядування, структура конфлікту, хто є учасниками, позиції, інтереси і якою є проблема, інтереси, що сховані за позиціями, динаміка конфлікту, стадії конфлікту, як розпізнати ескалацію, вибір рішень, якими можуть бути стилі взаємодії в конфлікті тощо. Запропоновано кроки з вирішення конфлікту: оцінювання, декомпозицію, дослідження з різних сторін, перевірку даних, зниження ступеня невизначеності і пропозицію самого варіанту вирішення. The tasks facing the Ukrainian state in the war and post-war period, partially highlighted in the country's Recovery Plan, pose a number of challenges to public officials and scientists regarding the revision of a number of concepts and approaches taking into account the requirements of the time. In particular, approaches to conflict management in territorial communities in the war and postwar times need to be reconsidered and further improved. To rethink and improve these approaches summarized scientific works and practical guides on conflict management in territorial communities and developed recommendations for territorial communities and their self-government bodies based on results of analysis of actual practice of conflict prevention and resolution. A conflict is addressed as a complex phenomenon. It is both a dynamically interconnected integrated system and a process. The stages of the conflict are studied and the directions of action are determined. The sequence of steps to resolve the conflict in the territorial community is substantiated, in particular, it should contain the following stages: evaluation, decomposition, comprehensive study taking into account positions of all interested parties, data verification, reduction of uncertainty and the conflict resolution itself. This article presents the results of a study of a number of individual segments of the agricultural market and corresponding agricultural industries in the Vinnytsia region in order to objectively identify the possibilities of creating and developing a competitive advantage by regional producers by maximizing the use of territorial features of reproduction. For this purpose, several hypotheses were put forward that are as close as possible to the real territorial and economic conditions of this region. As a result, in the course of the analysis of the production and markets of these products in the past, present, forecasting their development in the near future, several separate industries and sub-sectors of the agricultural sector of production in the region were identified, where real producers of this region can definitely create a competitive advantage by effectively using certain features of territorial reproduction conditions.
