According to the concept of Vietnam: "Industrial cluster" (CCN) is an area of concentration of centers of enterprises, industrial -handicraft export services for industrial production -handicrafts; have definite geographical boundaries fixed, not inhabited; invested and built mainly to move, about to arrange and attract production, SMEs, individuals and households locally to invest in production and business; decided by the People's Committees of the provinces and cities establishment" first . Thus, industrial cluster is a form of industrial production organization by territory, it meets the requirements of moving, rearranging, strengthening infrastructure to maintain, to expand and reduce environmental pollution for public production and business -cottage industry in rural areas. The study has raised solutions to promote the speed and quality of industrial infrastructure construction, which are: Improve the quality of the industrial cluster development planning and the detailed planning for constructing the industrial park infrastructure; views and overall measures to solve environmental problems in the process of industrial development.
From statistics of e-Conomy SEA 2019 Report of Google and Temasek, we know size of e-market in our country, At that time, Vietnam is going to be e-commerce country (2nd largest) in Southeast Asia, after Indonesia ($82 billion), as with CAGR of 2015 - 2025 time is 49%, will reach market size (expected) of 23 billion USD by 2020-2025. Our study show there are online shopping risks (in e-commerce transactions) for example: buying fake products/goods, lacking information of suppliers/products, and securitity risks when buying on internet and proving credit card information. Last but not least, we suggest that first, a company has can provide documents proving its intellectual property rights to trademark and is granted a special account by the E-commerce trading floor; second, strictly control and need checking information security right since application development time and after delivery.
Meyer et al. stated that personal qualities and abilities continually shift, and they exist not within the individual but in the intersection between the individual and their environment, in a vast, complex, ever-changing dynamic balance. The current study aims to investigate current regulations in the country related to constructing universities and also refer to related studies and framework, by using qualitative analysis, synthesis and inductive methods. The study results suggest that physical structures of universities and environment affecting much on learning spirit of learners. And finally authors suggest that Universal Design for Learning (UDL) is a framework for designing flexible instructional environments and proactively integrating supports that address learner variability and we need to follow Vietnamese standards - TCVN 3981:1985 on design of university lecture halls.
On the basis of experiences in designing, planning and constructing industrial zones in Vietnam, this paper aimed to give some suggestions and regulations for designing. The study used the qualititative method with synthesis and explanatory methods. Resources usage and environmental protection are more effective, while maximal economic and social benefits are simultaneously targeted. A concept of developing eco-industrial parks has established and evolved through time, and planning and constructing industrial zones based on current regulations in the nation. As a result, researches stated that we need to pay attention to network cloud service, big data service and investment management and meet some standards such as 100% of newly built industrial clusters have wastewater treatment stations that meet relevant national standards or technical regulations, etc. as well as certain principles such as 3R (Recycle, Reduce, Reuse). Operation services should include: cloud-based service operation providing basic cloud rental services, such as cloud hosting, cloud desktop, cloud disk, virtual data center, container services, collaborative development and Open API; SaaS Operation Service; APP Store; and space operation service to make full use of digital showrooms and free space resources, providing reservation and rental services, and demonstration services.
In Hanoi, there are currently 70 industrial clusters (CCNs) operating, contributing significantly to economic growth and ensuring social security. However, besides the CCNs that are invested, built synchronously and strictly managed, there are many CCNs formed many years ago with many shortcomings. In addition to industrial parks that are synchronously invested and strictly managed, there are also many industrial parks with primitive infrastructure systems, poor management, leading to violations of construction order, environmental pollution and pollution. potential risks of fire prevention and fighting. To overcome this situation, in 2018, Hanoi city planned to build a modern industrial cluster network to meet the new wave of investment in the field of industrial production and handicrafts. For speeding up the progress of construction and implementation of investment in construction of technical infrastructure of industrial zones: Develop an investment program to complete technical infrastructure of industrial zones in the city in the period of 2021-2025.
