The developed methodology for assessing the level of quality of passenger service presented below is relied on existing developments in this area, international standards for determining the quality of service and passengers’ questionnaire. The main goal of the proposed methodology is to determine the necessary social effect of the urban passenger transport, as well as the costs that must be incurred to ensure it and the income that will be received at a given level of service for the population of the city (region). When determining all these indicators, it is necessary to take into account the interests of all participants in the passenger service market (urbanities, owners of private motor transport enterprises and passengers). According to the methodology, it is proposed to determine the social effect of the urban transport through the level of quality of passenger service. This indicator should include both the qualitative characteristics of passenger service and the level of transport tariffs of different carriers, since for many categories of passengers, the latter indicator will play a decisive role in choosing the type of the vehicle and the carrier.
The high level of motorization in most countries of the world is the reason for the increase in the number of car accidents. Currently, it is understood that a further increase in the number of cars without significant changes in the transport infrastructure will only aggravate the already difficult situation on roads. The article addresses the issues of road traffic injuries and statistical information on road accidents. The analysis of the work of leading transport engineers presents the results of studies on the use of computer modeling tools for designing road conditions at various levels. From the presented analysis, it is possible to conclude that the most suitable tool for assessing the safety of road junctions is the PTV VISSIM software package, which also allows to export vehicle trajectories to SSAM software. In the framework of the analytic survey of the intersection safety, based on the analysis of vehicle trajectories, the parameters of the future conflict of the planned road junctions were established. Studies have shown that a road junction at different levels makes possible to triple the safety of junctions in comparison with the roundabout. The use of simulation allows not to wait for emergency cases, but to evaluate hypothetical structures and alternative layout options for road junctions, where it is not possible to use traditional, statistical models for assessing the probability of car accidents.
The problem of high traffic loads of vehicles is typical for most countries of the world. The current situation leads to significant delays in vehicles due to traffic jams, which negatively affects the efficiency of cargo and passenger transportation. In addition, the environmental burden is increasing due to increased emissions of harmful substances into the atmosphere. An increase in the number of road traffic accidents and an increase in the severity of the consequences of accidents is another sad factor caused by the increase of cars. In order to reduce the negative aspects associated with reducing road safety in most countries of the world, emergency assistance systems have been developed and are constantly being improved in a case of a car accident. Such systems include the European ECall, NEXCO Central, developed in Japan, ERA-GLONASS, deployed in the Russian Federation and a number of other modern developments. These systems allow real-time monitoring of the traffic situation using GPS navigation and in the event of an accident, timely inform the relevant services. The introduction of an automatic system for reporting a traffic accident can reduce the response time of emergency services and reduce the severity of the consequences of accidents. The article considers the possibility of expanding the functionality of the ERA-GLONASS system by installing additional sensors for shock, moisture, flame and the vehicle’s spatial position after the accident, which will provide emergency services with extended information about the condition of damaged cars after a road accident. Equipping vehicles with such sensors will allow the contact center operator to assess the severity of the consequences of the accident correctly and coordinate the activities of rescuers even before arriving at the scene. Improving the ERA-GLONASS system will have a positive impact on the efficiency of the first aid for victims of a traffic accident and will qualitatively increase its level.
The theory and practice of management in the Russian Federation continues to transform and adapt in the context of the economic crisis and a high degree of uncertainty of external factors for enterprises of all industries and forms of ownership. The activity of a leader in an organization is associated with overcoming the problems of internal variable factors, the change of which is most often due to threats and the impact of the external environment. The classical postulates of management theory have been mastered and applied for a long period, but modern conditions of domestic enterprises require the development of new ones, simplification of complex ones and the addition of working methods to work with situations that help managers and specialists in achieving their goals and objectives. In this regard, the application of the most well-known approaches in management is analyzed, an additional application of the personal approach is proposed, and its management rationale is given. Management at agro-industrial enterprises has specific features that are determined by characteristics of agriculture and problems of the national economy. Management activity at agro-industrial complex enterprises requires from managers high professionalism, great practical experience, selfless work, dedication to work and this industry. The developed approach will make it easier to carry out goal-setting, personally consolidate functions and tasks, delegate them according to the personal factor and the best performance, show a mixed management style focused on relationships and strategic goals.
