Prolonged conflict between the indigenous people of Papua and PT. Freeport Indonesia should receive serious attention from the government. Not only casualties property but also be a “thorn in the flesh” in the way of national and state, because this conflict into the international spotlight and influence overseas investor for security reason that are not guaranteed. The conflict has taken approximately 40 years old, there must be something wrong in the stage of completion. Settlement with guns and violence is not the right solution even sharpen the conflict even during the year 2009 has been approximately 50 times the clash of indigenous Papuans with PT. Freeport Indonesia and the government until 2010 even clashes are still on going. Need cultural wisdom in seeing social problems and attention to policy and development culture that framed the conflict can be ended.
SPIP or Government Internal Control System is an integral processes on every action and activity which done continuously by managers and personnels to give adequate assurance of organization goals achievements. SPIP achievements depends on APIP or Government Internal Supervision Agency’s effectivity. One of many methods to create an effective APIP is by constructing general pattern of capability development which adopted from Internal Audit Capability Model (IACM). IACM consist of internal audit’s fundamental aspects which describes steps to achieve evolutionary five levels on six core internal audit elements.On 2015 Internal Supervision Coordinasion Conference The President of Indonesia entrusted that 85% of APIP will have achieve level 3 in 2019. BPKP representative in Special Region of Yogyakarta 2016 third terms results on monitoring capability of it’s 12 local governments partner for shows that APIP Kabupaten Magelang capability comes last. APIP Kabupaten Magelang overall capability only meet level 1 because 5 elements are stil on level 1. This research was constructed to analyze causal factors of APIP Kabupaten Magelang capability outpaced.This research was conducted by qualitative paradigm, case-study approach and benchmarking method with APIP Kabupaten Bantul and APIP Kabupaten Gunung Kidul. There were two kind of analysis steps: capability reports benchmarking to find APIP Kabupaten Magelang weaknesses, continued with interview trancsriotions analysis to find the causal factors. This research found six causal factors for outpaced APIP Kabupaten Magelang Capability spesifically: audit quantity, administration, IACM comprehension, risk-based planning, non-audit budget, and motivation.
Ekstrak metanol biji C. papaya memiliki aktivitas antioksidan dengan nilai IC50 sebesar 53,41 ppm. Antioksidan dapat menghambat radikal bebas sehingga dapat diolah menjadi sediaan kosmetik masker gel peel-off. Penelitian ini bertujuan untuk menentukan nilai IC50 pada sediaan masker gel peel-off ekstrak metanol biji C. papaya dan menentukan pengaruh konsentrasi ekstrak metanol biji C. papaya terhadap aktivitas antioksidan dalam sediaan masker gel peel-off menggunakan metode DPPH (2,2-difenil-1-pikrilhidrazil). Sampel pembanding asam askorbat dan masker gel peel-off dengan variasi konsentrasi ekstrak sebesar 0,25% (F1); 0,5% (F2) dan 1% (F3). Formulasi masker gel peel-off menggunakan PVA dan HPMC sebagai gelling agent, metil paraben dan propil paraben sebagai pengawet, gliserin sebagai humektan dan aquadest sebagai pelarut. Nilai IC50 asam askorbat yaitu 7,304±0,2208 ppm. Nilai IC50 masker gel peel-off yaitu 273,226±0,0432 ppm (F1); 266,127±0,0600 ppm (F2); dan 198,049±0,0726 ppm (F3). Analisis data menunjukkan bahwa variasi konsentrasi ekstrak metanol biji C. papaya berpengaruh secara signifikan terhadap aktivitas antioksidan masker gel peel-off.
