Communication has a significant effect on the quality of public services (Hardiyansyah, 2011), therefore communication services are one of the keys to success in the implementation of public services. The phenomenon of service communication problems is reflected in the results of the last 4 years survey conducted at Pariaman Public Hospital (Ariany; kusdarini; Sitriwanti, 2015 Sitriwanti, , 20162017;, shows the public dissatisfaction to the behavior of service providers in the interaction process. Miss understanding happened when communication between officers and the community is not conveyed properly. Work pressure is one of the justifications for the emergence of this phenomenon. The research conducted with qualitative method aims to contribute in solving communication problems in service interactions in hospitals, by presenting a service communication model that is built by communicators, because communicators are important dimensions in the communication process. The communication theory proposed by Stewart L.Tubbs and Sylvia Moss, 2006, there are five output indicators ineffective communication which emphasized more on the communicant is applied in dissecting and analyzing an effective communication model. IntroductionThe process of communication by street-level staff becomes a determining factor of service quality for the public sector service delivery unit. When street-level staff can transfer information to the users through an acceptable communication process, communication can influence service users' perceptions of service quality without focusing only on service outputs. This symptom is showed in the results of research conducted from 2013 to 2016 at three of Government Public Hospitals (RSUD) owned by the government of West Sumatra Province. It is showed that the service behavior group including service communication received poor response from service users, so the level of satisfaction of the service user community is relatively low. This condition reinforces Hardiyansyah's statement, (Hardiansyah, 2015), that communication significantly influences the quality of public services, and street-level staff can build this unique condition (Lipsky, 1980) because in the process of interaction they can transfer value, commitment to people's needs and trust (Cramer & Bjørnskov, 2017;Lipsky, 1980). The previous studies related to service communication mostly focused on organizational communication in conducting services, as well as the strategy and influence of communication to the effectiveness of service organizations. The limitations of studies on the important role of street-level staff communication in building service quality perceptions are still under-examined. Basic Concepts The development of the land meets the needs of learning, practicum, research, and innovation centers of UNPAB which can become an income generator. The flow of Babar Sari river looks clear and flows well, so this is used in the construction of living labs and industrial parks. To determine the burden of pollutants, it is necessary to carry out water analysis and water status analysis based on the Decree of the Minister of Environment no. 115 of 2003 concerning guidelines for water quality status. This study is an experimental descriptive study. COD levels are higher than BOD levels. Bod and COD levels were 83.53 mg/L and 40.7 mg/L, respectively, indicating that there are many organic compounds in the water. The value of COD is always higher than that of BOD, this is because many organic substances are chemically oxidized but cannot be biologically oxidized. A score of -18 belongs to class C or moderately polluted. Based on the US-EPA that Class C: moderate, score = -11 to -30 including moderate pollutants at the time of sampling was raining. And some of the previous days also rained successively and affected the BOD, COD, and DO values of the Babar Sari river. However, the Babar Sari river can be utilized by water management and management in the planning of the Al-Amin Living Lab and Industrial Park. The description of Tense, Aspect and Mood (TAM) varies from Grammar to Grammar based on the author's preference. The researchers want to study and compare the description of TAM in Teaching English in senior high schools in Padang City, West Sumatra, with theories from modern syntactic books. The steps in conducting this research are collecting data, analyzing data, and presenting the results of the analysis. The researchers conducted observations and interviews with five teachers as the informants from 5 different high schools in Padang City. We also interviewed 50 new entrance of 2019 year students at Universitas Andalas from various faculties/departments such as Medicine, Chemistry, Information Technology, Accounting, Management, and Animal Science, who came from Senior High School in Padang. The researcher then studied all the data and analyzed them using the theory proposed by some experts. The results showed that English Grammar was not discussed in depth. In general, the teachers assumed that there were 16 tenses in English; thus, first-year students also understood that there were 16 tenses. The study of tenses was usually embedded when studying the text. The teachers also did not understand the term and concept of aspects in the form of internal time tempo (progressive and perfect), so that the new entrance students in some faculty of Universitas Andalas were not familiar with the term aspects. In general, these tenses were taught with the mood constructions: Positive +, Negative -, and Question?. It could be interpreted that the English teaching patterns of TAM in High Schools were by giving formulas and memorizing and not by giving concepts.
