The article analyzes features, trends and patterns, as well as structural changes in international trade in services in cities of regional significance in Western Ukraine under globalization. In particular, trends in export-import of services in both in the Western region of Ukraine and the country as a whole are analyzed, the correspondence of the development trends in international trade in services (exports and imports) in cities of regional significance to the general trends characteristic of the relevant regions is analyzed, the level of export orientation of the services sector in the cities and their contribution to the development of export-import activities in the relevant regions is assessed, an analysis of structural transformations in the export of services in the cities of Ivano-Frankivsk, Chernivtsi and Rivne is carried out. The article is concerned with studying the problems of export-oriented business of the regions of Ukraine in the conditions of wartime and the main ways to solve them. The main problems of export-oriented business in Ukraine, provoked by the military aggression of the Russian Federation (production, infrastructure, logistics, fiscal, energy), have been identified. It is found that the key problem of reducing the export activity of our State is the blocking of the main sea export routes, which before the war accounted for more than 70% of export cargo, including 80% of exports of agricultural products. It is proved that ensuring full-fledged exports from Ukraine by rail and road transport in today’s conditions is problematic owing to the shortage of cars, fuel, warehouses in European ports and on the land border of Ukraine with the EU Member States, differences in railway width standards, etc. It is argued that the «Grain Agreement» signed in Istanbul does not solve the problem of establishing exports for mining and metallurgical companies, whose logistics costs have generally increased 4-6 times due not only to military circumstances only, but also to an increase in tariffs for freight rail transportation. It is emphasized that the post-war reconstruction of the Ukrainian economy, which can become our novel industrialization, should take place to the maximum extent with a focus on those industries that materialize Ukraine’s advantage in the international market to a competitor, that is, this novel industrialization should be export-oriented. Some ways to restore export opportunities of domestic enterprises in the context of improving transport logistics and energy provision are proposed.

The article analyzes Polish experience in the implementation of structural economic policy at the both national and regional levels. In particular, the key directions of implementation of structural reforms for the period 2013-2018 were analyzed, a comparison of Poland and EU-28 indicators on the expenditures for the implementation of innovations and employment level was carried out. The main problems of R&D activities in Poland, as well as effective instruments of innovation policy that contributed to the growth of innovativeness of the Polish economy, are determined. The factors of employment growth in the Polish labor market, problems and structural reforms in this direction are allocated. It is determined that urban development is an important part of Poland’s development policy in the medium and long term, but Polish cities, compared to most European cities, are not competitive enough and are limitedly included in both the European transport network and the intercity functional connections. It is found that the policy of development of Polish cities is grounded on the approach based on the synergy of sectoral policy and multilevel cooperation to strengthen the sustainable development of cities of any size, because the solution of many global problems of sustainable development (pollution, consequences of climate change, ensuring inclusive growth, etc.) is entrusted precisely to cities.
