The social and labor sphere in the conditions of digital transformation requires special care of the state and theoretical comprehension of the possibilities of the state employment regulation. The article aims at carrying out systemic analysis of opportunities, features and directions of the state influence on employment in the context of economy digitalization. Technological changes form new challenges in the field of social and labor relations, relations concerning the human resources formation and involvement, and the involvement of people in economic activities. These are changes that create uncertainty and risks both in the system of employment and self-realization of human labor potential, and in the system of income. Digital technologies have created a completely specific work process, bringing changes into all its elements, namely: the subject and means of labor, technology, organization and result of labor. The impact of digital technologies on labor market changes take place in several important directions, namely: the intensification of migration processes; interprofessional and intra-firm mobility; development of modern employees’ adaptive skills; ability to learn throughout life; growth of the competitive advantages of educated, professional, and creative staff; development of flexible forms of employment. Contradictory processes in the field of labor and socio-labor relations make special requirements to socio-economic policies in employment promote. Modern employment policy has close complementary links with human development policy. Its important direction is the one of creating an effective retraining system, helping to acquire new professional competencies, and it involves close cooperation with the educational sphere. Mechanisms for de-shadowing hidden unemployment and eradicating informal employment, especially its precarious forms, are of great relevance to the Ukrainian economy. An important aspect of expanding employment opportunities is promoting the development of remote employment together with its consistent institutionalism.
Today, the attention of economic science should be focused on the search for real factors and mechanisms to promote such a development of the national economy, which corresponds to the scenario of the growth of the main components of the quality of life of the population. The leading subject of life quality management in modern conditions is the state, as an institution entrusted with the task of ensuring the macroeconomic conditions for the existence of the population and ensuring the social orientation of national development. Representatives of many sciences have been fruitfully researching the quality of life for a long time. Despite a significant amount of research on this issue, the problems of effective management of the processes of ensuring the quality of life at the national level remain insufficiently studied. The purpose of the article is to analyze the features of state regulation of the quality of life of the population as the main goal of modern socio-economic development. The concept of quality of life can play a key role in modeling contemporary national economic development. The solution to the quality of life problem is associated with the modernization of the education sector, improving the quality of medical services, developing health care, improving environmental safety, minimizing the negative impact of the environment, ensuring a sufficient level of material well-being for all citizens of the country, which can be realized only in conditions of effective functioning of the economy. The state becomes the main subject of the corresponding deep transformations. Among the most important obligations of the state are social obligations in relation to the working-age population, improvement of general conditions of employment and restoration of the reproduction function of remuneration, development of an intangible investment complex and social infrastructure. The management of the processes of modernization of the national economy in the context of ensuring the quality of life of the population of Ukraine should be determined by two pressing needs: ensuring an effective and fair system for the distribution of social results and growth of national productivity as the basis for sustainable economic development and increasing national competitiveness.
The article is devoted to the actual problem of the subjective potential of a person in overcoming the challenges and contradictions of the modern world. The authors actualize human nature, show its inconsistency, strengths and weaknesses, insufficient degree of its knowledge. Using the socio-psychological potential of a person in solving global problems of mankind means relying on knowledge of human nature, models of his behavior, the totality of his properties and qualities. The 21st century has led not only to the complication of the surrounding world, but also to the complication of the social world of man. The social world becomes a reality for a person - perceived through the reflection of his “I” in other people. Metamorphoses of actual changes in human nature in the process of sociobiological and sociotechnical co-evolution are shown, the quality of sociality itself changes under the influence of network structural social transformations. It is proved that the strategic instability of the modern world is the result of adaptation features, a violation in her accommodation and assimilation, the destruction of the integrity of the individual. A way out of this state is possible only on the path of holistic human development, the increasing significance of its subjective potential.
