When solving problems of the socio-economic development, coordination of interaction between various organizational systems becomes relevant. The quality of the socio-economic process in the system is determined by the presence of elements in it that ensure the implementation of interests at the level of general, private, individual, both in the present and in the future, where the driving force is the needs, and the basis for satisfying the interest is material production. Methodological aspects of the agricultural sector impact on the socio-economic process in the region are related to the provision of foodstuffs to the population. The nature of interaction between the agrarian sector and the socio-economic system represents a multi-level structure of interaction between the production, social, and environmental subsystems of the public economy. Hence, the importance of coordinating development between different systems in order to achieve a focused useful result becomes indispensable. The significance of the agrarian sector as a local system in the socio-economic process is clarified in the article based on the positioning of functional relationships, features of functioning, elements of the agrarian sector (territorial community, natural environment, material and technical resources included in the agro-industrial complex). The levels of spatial localization coverage including the mechanism of interaction, regulatory elements, indicative indicators that reflect the implementation of economic interest are revealed. The organization of the socio-economic process according to the phases of solving a practical problem allows to coordinate the interaction of local governments and business structures.
The article is devoted to the problem of evaluation of the working life quality of personnel of a modern Russian enterprise. On the basis of a survey of employees of enterprises in various spheres of activity in the Tyumen region using a full (dispensing) questionnaire, satisfactory and unsatisfactory criteria characterizing the quality of their working life are revealed. The research shows that within the framework of the motivational system, the provision of employees of the Tyumen region enterprises with social benefits ranks last, while the state's social policy is aimed at raising this indicator, at material and physical well-being, and at social and legal protection of the person. Social benefits and social guarantees form an important sphere of working life and contribute to a significant improvement in the quality of working life. Satisfaction with the work activity is formed under the influence of a large number of factors. Detailed study and analysis of each factor will improve the quality of working life of employees of the Tyumen region enterprises. The conducted research confirms that there are no violations in the sphere of legislative provision with social guarantees at the enterprises of the Tyumen region. This means that the payment of sick leave sheets and payments provided in the Labor Code of the Russian Federation are fully implemented without violating the deadlines. In addition, the civil rights of employees are respected and leave is granted in accordance with the schedule. On the basis of the study, the authors proposed ways to improve the quality of working life of employees in the Tyumen region.
The employee’s labor potential is not a constant value; it is permanently changing. Human performance and employee’s creativity are accumulated in the course of employment, they increase in the course of knowledge and skills development and improve due to work and life conditions changes. The formation of the competence approach is generalized. The role of the labor categories “competency” and “competence qualification” of personnel in the application of professional standards in the agro-industrial complex production systems functioning is clarified. The analysis of requirements to the employee’s labor functions is given. Professional standards are important for the education sector as a basis for the formation of federal state educational standards and educational programs at all levels of professional education, the development of methodological materials and the choice of training forms and methods in the professional education system. The use of personnel competent qualification in the development of agricultural production systems is directly related to changes in the labor nature and content, availability of vocational training and education. The conclusion requiring the employer to conduct employees’ retraining is made, as it is a condition of implementation of core activities and expansion of the organization innovative receptivity. Based on this, the personnel competence qualification is considered to be the main category in personnel management. The research results generalize the conclusion about the development of production systems based on quality management system, taking into account the expenses for personnel – training of organization’s key employees at the employer’s expense
An effective method of increasing the meat productivity of livestock in herds is the industrial crossing of part of cows and heifers with producers of highly productive meat breeds. For the experiment, according to the principle of analogue pairs, 2 groups of newborn gobies were formed taking into account the live weight of the animals. The first group included Hereford bulls, the second group consisted of crossbred bulls (♀ red-motley x ♂ Hereford). We studied the productive qualities of gobies by the dynamics of growth in live weight of gobies. To assess the meat qualities, a control slaughter of experimental gobies was performed. Domestic bulls exceeded (P <0.05) pure-bred calves in live weight. For the growing period (from 6 to 12 months of age), the difference in live weight between the bulls of the first and second groups was 24.3 kg or 7.5 percent (P <0.1). When feeding on natural pastures for 90 days, the difference in live weight between the groups was between the first and second - 29.1 kg (7.3%). As a result of the experiment, the cost of production of 1 kg of beef obtained from cross-breed gobies is 1180.2 rubles lower. The profitability of growing crossbred bulls is 11.2 orders of magnitude higher. In order to increase meat productivity and improve meat quality in commodity cattle breeding, it is advisable to practice rearing and feeding of young animals obtained by crossing red-motley cows with Hereford bulls in order to raise fattening young animals using intensive technology of meat cattle breeding.
The necessity of social partnership in the management of the rural population employment on the basis of the programs “Support of labor rehabilitation and subsequent employment of disabled people” on the platform of the “Territorial Agreement” is shown. In the conditions of the employment policy activation it reduces the unemployment rate in the municipal districts. It is important not only to analyze the causes of rural unemployment, but also to study the structure of labor resources for the development of the rural population employment trajectories. In rural areas, employment management is considered from the perspective of increasing the labor potential of municipalities. The process of employment management is formed on the basis of the development dynamics of both industrial and social processes, the pace of scientific and technological progress and the need to increase the innovative sensitivity of labor collectives in agricultural organizations. The processes of society humanization outline the trajectory of social adaptation and support in solving issues related to the life of disabled people, as the most vulnerable category of citizens. We associate the management of the rural population employment with the procedural elements of the organizational mechanism functioning: the conclusion of the “Territorial Agreement on the promotion of employment of disabled people” (draft) and the implementation of the Program “Support of labor rehabilitation and subsequent employment of disabled people”. The mechanism for managing the rural population employment at the municipal level ensures the functioning of a social partnership between the Agency for Labor and Employment of the Population of the Krasnoyarsk Territory, the executive bodies of the Yemelyanovsky district municipality and the business systems of the district, which facilitate disabled people’s social adaptation; expand their professional and labor activities; create conditions for employment.
