The military-political situation around Ukraine is characterized by high dynamism and instability of events and processes. Against the background of the main task of the Armed Forces of Ukraine at the present stage of development is the intensification of intelligence in order to timely prevent the top leadership of Ukraine about possible armed aggression of the Russian Federation, bringing its troops (forces) to higher levels of combat readiness and preventing the active actions of illegal armed groups. Providing information superiority over the enemy today is becoming a prerequisite for conducting military operations. The main type of information support is military intelligence, and its basis is radio-electronic intelligence. The authors of the above-mentioned research carried out an analysis of the influence of external and internal factors influencing the efficiency of conducting radio-electronic intelligence. During the research, the authors used the basic provisions of the theory of radio-electronic intelligence, the theory of communication, the theory of electronic warfare, the theory of signals, and general scientific methods of analysis and synthesis. According to the results of the research, it can be concluded that the effectiveness of conducting radio-electronic intelligence is influenced by the state and level of combat training and combat readiness of the personnel of the radio-intelligence group; operational and technical capabilities of electronic intelligence tools and communication of the forces; the need to move a forces of radio-electronic intelligence; fire influence of the enemy; restrictions that take into account the influence of electronic warfare devices; natural, meteorological, geographical conditions, and so on. The influence of these factors leads to an incomplete realization of the objective capabilities of the forces of radio-electronic intelligence, and in a number of cases, to their significant decrease. Taking into account the above, the direction of further research should be considered the development of a scientific and methodical apparatus for improving the efficiency of conducting radio-electronic intelligence by the forces of radio-electronic intelligence.
Providing information superiority over the enemy is becoming a prerequisite for conducting military operations. During the analysis of the known scientific achievements in the direction chosen by the authors of the research it was established that at present there is no general methodology for assessing the capabilities of the forces and devices of radio-electronic intelligence for the information (reconnaissance) availability of electronic intelligence sources that is suitable for the use in automation devices of various control units, which connects separate indicators of information accessibility in generalized on the basis of the use of modern intelligence-information models. The authors of this research conducted a methodology for assessing the availability of radio-emission sources by the devices of radio-electronic intelligence. In the course of the research, the authors used the basic provisions of the theory of radioelectronic intelligence, the theory of communication, the theory of electronic warfare, the theory of signals, and general scientific methods of analysis and synthesis. The technique developed by the authors makes it possible to evaluate sources of electronic intelligence from the point of view of the expediency of including in the outline the distribution of forces and devices for different conditions of the situation (stages of combat or operations), effectively manage the forces and devices of extraction and processing in the interests of solving radio-electronic intelligence tasks, and evaluate the degree of this efficiency. This technique, which is an integral part of the general methodology for the distribution of forces and intelligence, can be applied at the command posts (grouping of troops, military units) of electronic intelligence and will increase the efficiency of conducting searches of sources and objects of electronic intelligence, as well as the distribution of forces and resources for tasks, objects and sources. In addition, it can be used to assess the effectiveness of existing and promising devices and complexes of electronic intelligence and electronic warfare. Taking into account the above, the direction of further research should be considered the development of scientific and methodical apparatus for improving the efficiency of conducting radio-electronic intelligence.
Ab s t r a c t. The development of radio-electronic warfare systems becomes the most effective, fast-performing, costeffective, and sometimes the only possible devices, which neutralizes the technical advantage of the opposite side in the information and technology spheres. The main increase in combat potentials in the near future will be possible through the use of intelligent command and control systems for troops and weapons, as well as the use of weapons that use unconventional devices of influencing the enemy. The authors of the research found that equipping weapons with the devices and complexes of electronic warfare can repeatedly increase their combat potential and reduce possible losses. In this case, the cost of electronic warfare technology is one percent in relation to the cost of major types of weapons. In the course of the research, the authors used the basic provisions of the theory of electronic warfare, the theory of communication, the theory of signals, and general scientific methods of analysis and synthesis. The authors found that the most important areas of research for the development of electronic warfare systems are: integration of forces and devices of electronic warfare with an intelligence and fire damage in a single information and communication space of all types of armed forces; creation of systems of radio engineering intelligence (passive location) for the reliable disclosure of electronic equipment and high-precision location of objects; Improvement of signal monitoring system in various physical fields. The principal features of the construction of advanced devices and complexes of electronic warfare are: ultra-wide radio engineering part of the equipment (more than 3 octaves); necessity of realization of parallel signal processing of received radio signals in the instant band of frequencies equal to several gigahertz; the maximum increase in the functional density of the apparatus implementation to reduce its mass and overall performance and ensure the possibility of its system integration; limit unification of basic digital elements of equipment, which allows to reduce the cost, facilitate the processes of modification and modernization of equipment. Taking into account the above, the direction of further research should be considered the development of methods for increasing the effectiveness of radio-electronic suppression.
