The purpose of the article is to reveal the essence of the processes related to institutional changes in the legal regulation of the agricultural cooperation development. Research methods. Built on the doctrine of the fundamental principles of cooperation. The dialectical method of scientific knowledge, systemic generalization, abstract synthesis was used in accordance with the changes in the legislative framework when defining the essence and methodological assessment of relations in agriculture. Research results. A substantiated analysis of changes in the legal framework for the development of agricultural cooperation in 2020 is carried out. The need to harmonize the fundamental principles of cooperation and the practice of forming agricultural cooperatives in rural areas is proved, taking into account the development priorities of various cooperative structures. Scientific novelty. The essence of the operation of the legal framework for the formation and functioning of agricultural cooperatives in the context of the transformation of the development of the agrarian sector of the economy is revealed, legal collisions of the formation of pseudo-cooperatives are substantiated. Practical significance. The disadvantages of the new legislative framework for the development of agricultural cooperation in Ukraine are indicated, which can be used in the formation of the programmatic basis for the creation of agricultural cooperatives. The need for business entities to exit from an extreme state activates the development of processes of adaptation of business entities to functioning in wartime conditions. The purpose of the article is to substantiate the theoretical and methodological principles, socio-economic and legal problems of adaptation of business structures to activities in extreme conditions. System analysis and institutional economic theory served as the methodological basis of the research. Normative, graphic, abstract-logical methods and approaches to summarizing the results were used. Prospects for the development of entrepreneurship have been determined. It was established that during the period of economic recovery, issues of material and technical and financial support of production facilities and logistics routes will be problematic. The economic difficulties of large corporate structures are revealed (destruction of assets, disruption of logistics connections, blocking of sales markets). The essence of adaptation of business entities to activities in the conditions of armed conflict, functioning in wartime conditions, and integration-cooperative structures from the point of view of systemicity is substantiated. The concept of “adaptation” of business entities is clarified as a process of development and application of strategies for reflection by the enterprise and its structures of the effects of the consequences of the war in the management decision-making system to ensure competitiveness and efficiency of functioning. It was established that the adaptation of business entities to risk conditions in the post-war period will contribute to the development of integration structures (cooperatives, simple societies, cluster associations), the growth of independence in determining the programs of their economic activity, ensuring the interest of peasants as commodity producers with the rights of formal bearers of entrepreneurial status to meet their economic and social needs. It was found that the most adapted to the crisis conditions associated with military operations are farms and private peasant farms. The results of the study can be taken into account when developing programs for determining the priorities of the development of agrarian entrepreneurship subjects, in particular, integration-cooperative structures; development of regulatory and legal acts for the formation and development of cooperation and integration in the agrarian sphere of the economy
The specificities of the sowing and harvesting campaign of 2022-2023 in Ukraine and its impact on the world energy and food market in the conditions of the full-scale invasion of Ukraine by the Russian Federation are analyzed in this paper. The purpose of the study is to determine the role of Ukraine in ensuring energy and global food security, to analyse the situation regarding the possibility of conducting a sowing and harvesting campaign in Ukraine in the conditions of hostilities and to provide recommendations on preserving the potential of Ukraine in meeting the energy and food needs of Ukraine and other countries. The provided analysis of data of the Food and Agriculture Organization (FAO), the State Customs Service and the State Statistics Service of Ukraine has confirmed the role of Ukraine in ensuring energy and food safety of many countries in the Middle East and North Africa, which are the main importers of agricultural products from Ukraine. It has been found that the 2022-2023 sowing and harvesting campaign in Ukraine is facing a number of problems, including: military operations over a large area, which makes it impossible to conduct agrotechnical activities in a timely manner; a lack of seed material due to its systematic destruction by the Russian military; problems with the supply of fuel and lubricants (systematic shelling and destruction of oil bases throughout Ukraine); problems with the supply of fertilizers; bombing wheat fields and food warehouses; blocking Ukrainian sea ports; mobilization of a significant part of the population in the ranks of the Armed Forces of Ukraine; logistics problems. The study proposes recommendations to preserve the potential for meeting energy and food needs in Ukraine and for countries importing agricultural products from Ukraine.
The European green course has influenced the introduction of a "green" economy, the implementation of which requires the application of processes and procedures that will ensure the activities of the enterprise in agriculture in accordance with the developed national strategy and goals. Such a system, expressed through the organizational and institutional support of the green economy, will achieve the set economic, social and environmental goals and adhere to measures to meet the needs of future generations. Accordingly, the aim of the article was to reveal the peculiarities of the conceptualization of organizational and institutional support for the development of a "green" economy in agriculture. During the writing of the article in the process of research dialectical methods of scientific knowledge of the process of ensuring the development of green economy in agriculture, first of all analysis and synthesis, were used. Induction and deduction methods were also used to characterize the organizational and institutional parts of the provision. The study found that the system of organizational and institutional support of the "green" economy combines various interdisciplinary aspects of economic, social, environmental and institutional components for the organization of activities under the European Green Course, the National Concept of Green Transition, National Environmental Policy Strategy and others regulations. Institutional support for the development of the green economy is responsible for the formation of appropriate formal and informal institutions that will create conditions for further activities to achieve the goals. In general, institutional ties are just forming. Accordingly, the system of organizational and institutional support of the "green" economy, which combines various interdisciplinary aspects of economic, social, environmental and institutional components for organizing activities on the main objectives of the "European Green Course" and the national concept of "green" transition and "green" energy will not be formed. Also, the institutional component of the green economy is not yet fully formed and is in the process of formation, and the development of components of both organizational and institutional direction depend on each other. These systems highlighted the main points of organizational and institutional support of the green economy in agriculture and helped to reveal the main components of this process.
The growth of production efficiency in the agricultural sector of the economy is based on the use of various factors – organisational, economic, labour, material, motivational, etc. Among them, organisational and economic ones are a priority, which can also include integration relations. The mechanism of action of organisational and economic foundations of integration relations in the context of a systematic approach is rather underinvestigated, which determined the topic of research. The purpose of the study is to substantiate the theoretical, methodological, and practical foundations of building an organisational and economic mechanism of integrated structures from the standpoint of a systematic approach. The methodological basis of the study was the provisions of institutional economic theory and system analysis. Monographic, normative, graphic, abstract and logical methods and approaches to generalising results are used. The economic essence of the organisational and economic mechanism of integrated structures in the agricultural sector of the economy is determined. The essence of integrated structures and integrative formations from the standpoint of consistency is substantiated. The concepts of “integrated structure” and “cooperative” have been clarified. The interdependence of dysfunctions is determined – an integrated structure and an agricultural cooperative. The study results can be taken into account in the development of programmes: determining priorities for the development of integration and cooperative structures, developing laws and regulations for the establishment and development of cooperation and integration in the agricultural sector of the economy.
