In order to study the level of human integration into the information environment of tangible and intangible goods supply chain, a measurement technique was developed, which includes three stages: self-assessment of the level of one's own information competence; fulfillment of tasks related to interaction with e-government, e-business and e-learning system; and self-assessment after completing tasks. It is suggested to use this tool to analyze and evaluate the information competencies of different population groups, as well as to solve problems related to the search, processing, evaluation and dissemination of information. Therefore, it can help increase motivation to acquire information skills. An experiment was conducted to evaluate the information competencies of local government officials and students. The proposed tool allows the user to diagnose and solve problems identified in the process of acquiring information skills in students and public servants (as a category of potential consumers). As a result of the experiment, groups of users were distinguished according to their level of motivation to improve their knowledge and skills.
Investment and innovative development of industrial enterprises is driven by the influence on the sensitive indicators of their activity, which characterize technological singularity. Therefore, it is expedient to define them using adequate economic and mathematical methods that will identify the development and growth points that are characterized by the accumulation of information and are a manifestation of singularity. The purpose of the article is to determine the main sensitive indicators of the investment and innovative development of industrial enterprises, which are the points of technological singularity. The article proposes conceptual provisions for evaluating the investment-innovation activity of enterprises as a basis for their development. These provisions consider the activity of economic entities according to three states (functioning, growth, and development); evaluation of investment and innovation activities, both individually and in conjunction with the official statistical reporting of enterprises using a well-founded minimum sufficient system of partial indicators defined through the multidimensional factor analysis and combined into integral and summarizing indicators; determination of technological singularity points as a result of prediction of partial and summarizing indicators’ values via the neural networks method. A methodological approach is developed to substantiate the technological singularity points, the managerial influence on which is provided by the development of enterprises. The methodological approach is based on considering the investment-innovation activity nonlinearity, both explicit and latent tendencies of development, situationality and variability of its goals, strategic orientation and possible technological singularity of an enterprise. The proposals submitted were implemented based on statistical reports of the machine-building enterprises for 2014–2018.
The article is devoted to theoretical and methodological problems of bank unrecovered loan in Ukraine and India. The purpose of this article is to identify the key sensitive indicators of unrecovered loan in Ukraine and Indian banking system. The article solves the following research tasks: a descriptive statistical analysis of bank unrecovered loan to the total loans, bank cash reserves to the ratio of bank assets, inflation, consumer prices, interest rates on loans, GDP; data on bank bad loans to the total amount of total loans, bank cash reserves, the ratio of bank assets, inflation, consumer prices, interest rates on loans, GDP are standardized; a regression model of the dependence of non-performing bank loans on the total loan on the factors of the ratio of bank cash reserves to bank assets, inflation, consumer prices, interest rates on loans and GDP was built; analysis of the remains of the regression model. According to the results of the study, the main factors that affect bank unrecovered loan for the total amount of loans are: for Ukraine − the ratio of cash reserves to bank assets and GDP; for India − consumer price inflation and GDP.
The article examines theoretical approaches to the formation of territorial development strategies. The purpose of writing the article is to research the principles of forming social development strategies territories, identification of characteristic features of strategies, analysis of their structure and stages of implementation in modern conditions development of Ukraine. The following methods were used to determine the principles of territorial development strategy: the method of cognition (to form the theoretical foundations of determining the essence of public policy, development strategy); comparative analysis (in order to compare the effectiveness of development strategies); abstract-logical (for the formation of theoretical generalizations and formulation of research conclusions); graphical visualization (for the purpose of visualization of results and analysis). The directions of state policy in the development of territorial development strategies have been studied, the characteristic features of the strategies have been identified, their structure has been analyzed, the stages of their formation have been identified, and target orientations have been established. The prerequisites are considered and the principles of territorial development strategy formation are defined, suggestions are provided for improving and normalizing the process of strategic planning of territorial development in modern conditions. Peculiarities of the domestic experience in the development of territorial development strategies have been studied. The main principles of the process of formation and implementation of the state policy of regional development are characterized.
