Introduction. Agricultural production is a prerequisite for the economic development of the Eastern European countries, which ensures food security of the citizens in the conditions of constantly varying economic environment.Problem Statement. The main condition for the development of the agrarian sector is an established system of selling products at high prices. Therefore, its assessment requires in-depth analysis, with the need for organic and high-quality food products making this problem extremely urgent.Purpose. Studying the current status of agro-food production and food security in the countries of Eastern Europe and the needs in raw materials of interrelated industries of the national economy, which can become a driving force for the development of rural areas; assessing the investment attractiveness of the agricultural sector; and determining the prospects for the development of agro-food production in Eastern Europe.Material and Methods. In this research, we have used systematic approach, comparative analysis, generalization, synthesis and analysis. The sources are statistical reports of international institutions, government and private organizations, scholarly research publications of foreign and domestic researchers.Results. The five elements of agro-food production in Eastern Europe have been identified: availability of resources suitable for agriculture; transformation of land relations; the structure of gross production by branches of agriculture; development of organic agriculture; investment attractiveness of the studied countries. The challenges of the agricultural sector at the middle and lower levels of agriculture have been described.Conclusions. The key prospects for the development of agricultural production in Eastern Europe are: improvement of the agricultural land market, sale of agricultural products in European and international markets, development of innovation through the introduction of modern technologies of agricultural production, development of organic farming, enhancing interest of credit and banking sector in investment projects in the sphere of agricultural production.
Abstract. Introduction. The article is devoted to the prospects of organic agriculture development in the context of providing the population with ecologically clean and high-quality agri-food products. The purpose of the article is to reveal the organizational and legal foundations of the organic farming development, analysis of the current state and future prospects. Results. The importance of the organic farming development in the conditions of the agricultural lands market formation and ecological safety creation of sustainable land use has been substantiated. The theoretical approaches to the interpretation of the "organic farming" concept in different European countries have been considered in the article. The normative legal acts with the help of which the regulation of organic agriculture is carried out today have been analyzed. The dynamics of areas under organic farming and the number of certified organic farms that are producers of organic products have been studied. The size of the state support of organic products commodity producers has been considered. It was found that the economic efficiency of growing organic products depends on the successful sales policy of the company, which implements an active marketing system to find buyers not only in domestic but also foreign agricultural markets. A transition model from traditional to organic farming has been developed, which consists of the following stages: formation of a land bank for organic farming, transition from traditional to organic farming, labeling and certification (annual), marketing and economic efficiency of organic production. Conclusions. It has substantiated that one of the main tasks for today is to develop an organic farming that will determine the key aspects for further priority of modern agricultural production. Thus, it balances the socio-economic needs of society, business and the natural resource potential of land use, providing the population with high-quality and ecologically clean food in an ecologically safe environment. One of the key directions for the development of organic farming in Ukraine should be: a shortage of organic products in the world and European markets, which opens up great opportunities for Ukrainian producers of organic products; as well as innovative technologies for growing organic products that reduce production costs, and high prices and demand provide high income even with lower crop yields, unlike traditional farming methods, which provides higher financial and economic indicators of certified organic farms and ensures additional income; as well as stimulation of organic production, which should be provided with financial and preferential support from the state, which is interested in the health of the nation and an ecologically clean environment.
ine. Purpose of the article is to reveal the new challenges of staffing of geodetic and land management works and the main directions of its improvement. Results. The importance of the creation of effective staffing of topographic, geodetic and cartographic works in the conditions of decentralization of power and land reform has been substantiated. The comparative analysis for the training of certified surveying engineers and certified land management engineers have been considered in the article. The common and distinctive features in training and retraining of skills for self-execution of topographic, geodetic and cartographic works have been defined. The role of public organizations in the field of geodesy and land management has been analyzed. The process of liability insurance of the executor of geodetic and land management works to the customer have been studied. The principles of effective staffing of geodetic and land management works has been defined. It were found main directions of personnel potential improvement. A model of staffing of geodetic and land management works has been developed, which consists of the following stages: obtaining higher education, passing a qualifying exam, entering the State Register, membership in public organizations, liability insurance for the quality of work, advanced training. Conclusions. It has substantiated that one of the main tasks for today is to updating the requirements for staffing of geodetic and land management works, which will determine the key aspects of the further priority of modern land management production. Thus, staffing balances the interests of the public, entrepreneurship and ecological using of land resources, regulating land relations in sphere to the involvement of land in certain economic activities with the permission of public authorities and local governments. One of the key directions for the modernization of staffing of geodetic and land management works in Ukraine should be: updating of programs of professional training of engineers-surveyors and engineers-land managers to requirements and needs of production with application of innovative approaches to the decision of topographic-geodetic and cartographic problems that opens big opportunities for the Ukrainian experts; as well as improvement and strengthening of professional training and retraining, advanced training of employees in the field of topographic, geodetic and cartographic works; as well as conducting seminars, webinars, consultations and meetings to get acquainted and explain legal norms and technological advanced ideas in the field of land management and geodesy.
Проаналізовано особливості розвитку підприємництва в умовах завершення адміністративно-територіальної та земельної реформ. Продемонстровано, що підприємництво є необхідною умовою економічного розвитку територіальних громад, які утворилися в результаті проведення адміністративно-територіальної реформи в контексті ринкового реформування національної економіки, яке передбачає реалізацію державної політики, формуючи новий формат взаємовідносин між публічною владою і бізнесом, урегульовує економічні процеси у приватному секторі економіки, прискорює економічне зростання, підвищує якість надання державних послуг. Виявлено пріоритетні напрями вдосконалення цього процесу. Хоча адміністративно-територіальна реформа в Україні перебуває на завершальній стадії, зроблено висновок про її неефективність, що призводить до низької ефективності функціонування і розвитку бізнес-середовища та підприємництва малого і середнього бізнесу, які є основними джерелами наповнення місцевих бюджетів на основі чинної податкової системи. Було зазначено, що розвиток підприємництва в Україні повинен мати свою стратегію впровадження, яка може визначати головні аспекти, розкривати актуальну проблематику і надавати варіанти рішень цих гострих питань. Ключовими положеннями подібної стратегії стануть: інституціональне бізнес-середовище, покращення якості дорадництва, налагодження комунікаційних каналів та тісних взаємовідносин між місцевою владою і населенням, удосконалення механізмів розвитку кооперації та кластерів, розроблення рекомендаційних бізнес-пакетів для потенційних підприємців, проведення аналізу ресурсного потенціалу сільської території, розроблення інструментів державної підтримки малого і середнього бізнесу, формування доступних і відкритих геоінформаційних систем з розвитку підприємництва, удосконалення моделей державно-приватного партнерства для розвитку територій громад, організація дистанційного навчання зацікавлених жителів для ефективного ведення власної справи з урахуванням змін клімату, стимулювання місцевих органів влади до нарощування власного бюджетного потенціалу, прозорість і доступність до інформації з упровадження окремих видів підприємницької діяльності на території громади, розкриття ресурсного забезпечення та інвестиційної привабливості території
On the basis of the analysis of international standards of land and real estate valuation and modern scientific researches devoted to the actual issues of land and real estate valuation for fiscal purposes, the authors substantiate the problematic aspects of the formula «land valuation - land payment - budget», which are becoming the basis of public fiscal policy in many countries of the world, and including Ukraine, are grounded. The authors of the article show that the effective valuation of land in the national context depends on the fiscal policy of the state in relation to the tax burden of agricultural enterprises in three-dimensional space, according to the first option - using market prices to determine of the land tax, according to the second option - if it is necessary to establish land rent on the basis of the market prices when the real value of land will be reflected instead of the normative, according to the third option - it is possible if there is market for agricultural land. The authors substantiate the problem of land valuation in its global and general economic measure, and, simultaneously, on the example of the Ukrainian practice, which proves the need to develop a sound methodology for fiscal regulation of agricultural land use, taking into account national specific.
