Purpose. The paper substantiates the approach to managing the renewal of ecosystems of territories and the renovation of infrastructure using investment support and resource rationalization based on the financial development of a sustainable built environment. Methodology. The methodology is based on a study of the investment and financial resources that can be used to rebuild destroyed infrastructure, and it was carried out using analytical methods to assess infrastructure renovation costs, statistical methods of data analysis on the state of the environmental and economic systems, as well as mathematical modeling and balance methods for the formation of a green city model. Findings. The investment potential of Ukraine was analyzed, and a conclusion was made about the feasibility of implementing the project, increasing the economic efficiency of smart green cities, which creates prerequisites for further infrastructure renovation in Ukraine. The study reveals the key economic and environmental problems of Ukraine, suggests ways of overcoming them, and offers a model for developing the territories destroyed by military action. An approach to the renovation of the territory based on the restoration of the ecosystems of the regions and cities and the creation of comfortable conditions for the return of citizens to their homeland is proposed. Originality. The article outlines the basic principles for renovating a destroyed infrastructure based on energy efficiency and environmental friendliness. The possibilities of financing environmental projects in the post-war restoration of the national economy are considered. Practical value. The proposed approach makes it possible to evaluate investments in infrastructure renovation and ensure effective management of financial development in a sustainable-built environment.
The article is devoted to the problem of the efficiency of the labor using in trade. The necessity of introduction of modern mechanisms and tools of personnel management in the work of trade enterprises is proved in this article. Recognized, that the ability of the continuous development of the sphere of trade, the apparent disproportion and the structural deformation of the employment market negatively related to the quality and effectiveness of the business and financial and economic results of management. This situation implies the need for intensification of the efficiency of the realization of labor and intellectual potential at all levels of economic relations. The main objective of the study is the factors that will ensure a convergence of social-labor interests of employees, employers and society. As a result, the formation and rational use of human capital and the high efficiency of labor will be ensured. Today, in spite of the increase in the level of employment and payments in Ukraine, there is still insufficient financial stimulation, an adequate need for trade workers, full support of the social support, protection and assistance that would meet international standards, and create insufficiently competitive job positions.
The article proposes a comprehensive approach to assessing the development of the transport and logistics system of the Black Sea region. This approach is based on the use of a set of indicators that characterize the current state of the transport and logistics system from an environmental point of view. Such indicators include volumes of pollutant emissions from mobile sources; emissions of pollutants into the atmosphere from the activities of transport and warehousing; volumes of industrial waste (generated, disposed of, disposed of in specially designated places or facilities, accumulated during operation in specially designated places or facilities); current expenditures and capital investments for environmental protection in the field of transport and warehousing; capital investment in air protection and climate change; capital investments in waste management; current expenditures on-air protection and climate change issues; current costs of waste management; investments in capital repairs of fixed assets for environmental protection. On the basis of the received results of the carried-out diagnostics, modern ecological problems of functioning of transport and logistic system of the region are revealed. As a result of the research, it is proved that to ensure the effective functioning of the transport and logistics system of the Black Sea economic region on the basis of green economy and balanced sustainable development it is advisable to implement a comprehensive approach. Its essence is the symbiosis and integration of principles, functions, management methods, information systems, green technologies, and green financial instruments aimed at reducing greenhouse gas emissions, improving environmental safety, making sound innovative decisions on environmental management of logistics. It is established that in modern Ukrainian realities it is necessary to apply in the Black Sea region the best international practice of implementing the mechanism of "green" financing of infrastructure projects.
Abstract: Public procurement has two main objectives. On the one hand, competitive procedures are designed to ensure maximum efficiency in meeting the needs of budgetary institutions, on the other hand, cost savings are in the vast majority of cases the main criterion for the effectiveness of purchases. Actual is the development of tools that would allow for scenario-based modeling of procurement using economic-mathematical, in particular imitation, experimental models. The purpose of the study was to develop an experimental model that allows to increase the effectiveness of the contract system in the field of public procurement of goods, works, services through reengineering of processes related to procurement activities and conducting scenario experiments. The proposed experimental model with the help of the developed interface allows you to visually monitor the progress of its implementation, and also allows to conduct a series of experiments to test the model in the implementation of various options for effects on the contract system in the procurement.
The article considers the concept of “risk in railway transport”, identifies the types of risks that exist in the railway transport of Ukraine; determined that the processes of transformation of economic relations in Ukraine require the deepening of theoretical and practical developments in risk management in the field of railway transport; the risk management process according to the ISO 31000: 2018 standard is given; according to the implemented Strategy and Policy of JSC “Ukrzaliznytsia” the main tasks of the risk management system are defined and the risk map of JSC “Ukrzaliznytsia” is developed; The results of the structural reform of railway transport were insufficient to create effective sources of development in the short term, which will ensure large-scale attraction of funds for the development of the industry and its modernization. Many types of risks that need to be assessed, as well as different purposes of assessing the same type of risk (for the purposes of state supervision and company purposes) provide JSC “Ukrzaliznytsia” a real challenge in terms of building risk assessment models. The task of applying the method of assessing a specific type of risk is significantly different from the task of building a methodology for assessing the risks of a large company. In solving this problem, it is important to keep in mind that a method successfully applied in one area may be completely ineffective in another. Risk classification of JSC “Ukrzaliznytsia” should be carried out taking into account the existing management structure, as well as the tasks to be solved at each level of management; the effect of the risk management system should be synergistic, each element of each level of management should be effective: from the structural unit at the linear level to the department of the corporate level of management. Currently, for the company’s internal purposes, several dozen risks have been formulated related to various areas of life of JSC UZ: from financial activities to locomotive maintenance and innovative development.
