The scientific article outlines the main aspects of deploying a creative economy and shaping its impact on the security of world countries' development, especially in the context of national innovation policy. The current power balance in the world regarding the development of a creative economy, the dynamic modeling and analysis of various aspects of the creative economy have been determined in the article. A Summary of indicators and factors for assessing the level of achievements of the creative economy and its relation to the security of individual countries has been carried out.
The article considers one of the directions of digital transformation, namely digital platforms. United Nations Conference on Trade and Development says that digital platforms create new opportunities for companies of all sizes to engage in trade. They can lead to efficiency gains through lower transaction costs and reduced information asymmetries supported by rating systems. Other benefits include lower consumer prices, increased market access, more competition, better use of underutilized resources and increased flexibility for the providers of services. However, gains are not automatic, and there are growing concerns over the rising market power of certain platforms and the related implications for competition, data protection and ownership, consumer protection and taxation and employment policies. Economic policies and regulations will need to maximize the benefits while at the same time minimizing the costs of digital platforms. Accordingly to Digital Economy Report 2019 by UNCTAD digital platforms provide the mechanisms for bringing together a set of parties to interact online. A distinction can be made between transaction platforms and innovation platforms. Transaction platforms are two/multi-sided markets with an online infrastructure that supports exchanges between a number of different parties. They have become a core business model for major digital corporations (such as Amazon, Alibaba, Facebook and eBay), as well as for those that are supporting digitally enabled sectors (such as Uber, Didi Chuxing or Airbnb). Innovation platforms create environments for code and content producers to develop applications and software in the form of, for example, operating systems (e.g. Android or Linux) or technology standards (e.g. MPEG video). Several factors help explain the rapid rise to dominance of these digital giants. The first is related to network effects (i.e. the more users on a platform, the more valuable it becomes for everyone). The second is the platforms’ ability to extract, control and analyses data. As with network effects, more users mean more data, and more data mean a stronger ability to outcompete potential rivals and capitalize on first-mover advantages. Thirdly, once a platform begins to gain traction and starts offering different integrated services, the costs to users of switching to an alternative service provider start to increase. The transformative power of data in the sphere of economic and social interactions means that governments, businesses, and people must adapt to use emerging opportunities and avoid traps and risks. The ability of countries and various stakeholders to master digital transformation varies greatly and depends on their level of development and digital readiness. Developed countries are in many ways better equipped to deal with the growing role of digital platforms than countries with limited resources and capabilities. The aviation, travel and tourism industry has been at the forefront of digital innovation, but industry and technology trends suggest that further change lies ahead. The sector has been an early adopter of digital technologies and platforms, but steep demand for travel, driven by a growing middle class in emerging markets and the increasing importance of digital experiences, implies that further digitalization will be vital if the expectations of tomorrow’s consumers are to be met.

In the article the research of the formation and development of the concept of intelligent management in transport is represented. It is determined that globalization processes such as international economic integration, liberalization of transport services markets, business informatization with elements of artificial intelligence use and the internationalization of international business have significant influence on the activity of transport enterprises and transport infrastructure objects in the world today.In the article the scientific approach according to which such scientific directions as knowledge management, innovative management, information management, transfer of innovations influenced the appearance of intelligent management and further development is considered. A synergistic combination of scientific directions has a significant influence on the development of a new approach to managing complex objects.Identify that intelligence management is effective and necessary for managing complex objects, for which it is difficult or impossible to find formal models of functioning.Conclusions. Thus, intelligent management is widely used for the multi-purpose management of complex objects. Modern intelligent management is integrated into cloud platforms and services. Today, in particular transport acts as one of the main driving forces in the economic development of the state. Modern life, on the one hand, dictates new requirements for transport mobility, and on the other hand it makes increasingly stringent traffic safety requirements, requiring the creation of new services for users in the context of the development of all components of the transport system, taking into account environmental standards. Introduction. The experience of developing the economies of the developed countries of the world suggests that it is directly related to the evolution of transport and infrastructure. In most of countries, intelligent transport systems (ITS) are under investigation as one of the scientific directions of the symbiosis of the economy -technology -telematics, and considered as the most effective tool for solving transport problems. The efforts of international organizations, state representatives in the field of transport, scientists, entrepreneurs and the public are aimed at such key areas as: significant increase in both the safety of transport on all modes of transport and capacity grows of the transport system of the country. Purpose. The goal of the article is to develop a single integrated approach to the definition of the term ITS and to provide a general classification system with details on the management objects. Methods. To achieve the goal methods have been used based on the systems approach, management theory and decision-making theory. The system analysis has been used to determine the scientific task. Results. In order to implement the tasks of transport management in terms of ITS, the system analysis of the field of research has been carried out in the article, including the systematization of the definition and the construction of a general classification system with details on the management objects. The analysis of the subject area of ITS usage has allowed establishing the main classes of the analyzed objects, to classify the tasks of monitoring characteristics, organization of management of transport flows and transportation process, information support for participants, organization of transport infrastructure management. Research of the literature sources allowed to form an integrated approach to the ITS classification system, which includes both systems introduced in the objects of transport infrastructure and in the management of transport flows. In the addition to the above, the main thing in the infrastructure objects is the terminal monitoring and management system, as well as the security management system. Conclusion. ITS is a new type of transport management systems that are gradually replaced by automated control systems. They are focused on modeling various cases and forecasting of dangerous situations and be used for decision-making tool in the condition of great complexity and large amounts of data. ITC can be considered as an important component of the modern integrated approach to improving the efficiency of the functioning of the country's transport system by expanding their information infrastructure: automated data collection on state of the system in real time, modeling direct and indirect operational impact on the formation and change of transport flows. Abstract.Introduction.The research is dedicated to the conceptual framework of the integrated intelligent transport system (ITS) formation in Ukraine. The author presents different approaches and technologies in the field of the functional structure of the integrated intelligent transport system optimisation and describes the influence of the integrated ITS creation on political, economic and social situation in Ukraine. Purpose. To develop a conceptual framework of the integrated intelligent transport system as a balanced synergetic factor of the transport sector development in Ukraine. Methods. In order to achieve the goal set in the article, the appropriate methods have been used based on the systemic approach, artificial intelligence, management theory and decision-making theory. The system analysis was used to define the scientific task. Results. The study related to the development of the conceptual framework for the formation of the integrated intelligent transport system has made it possible to introduce approaches and technologies in the field of ITS functional structure optimisation and determine its principal components. The functional structure of the proposed integrated intelligent transport system includes implementation of a modern methodology of mathematical transport modelling, which provides an objective, comprehensive and advanced approach to planning and solving problems of the transport industry of Ukraine. Conclusions. The global experience and the results of the implementation of ITS are invaluable. The creation of the integrated ITS in Ukraine should provide not only solutions to specific problems, but also improve the efficiency of the transport system in general.
