-This article is devoted to the problem of sustainable development of rural areas of the Russian Federation through increasing their competitiveness due to organic management principles. Organic agriculture in recent decades is actively developing in many countries all over the world and can become Russia's new niche and sphere of influence. This is due to a unique combination of some factors: low-tech methods of agricultural production; a relatively liberal situation in the land market, a significant but poor involvement of the domestic human and scientific potential in the agrarian sphere of economy. Large-scale intensive agricultural production is growing rapidly around urban agglomerations, but the predominant part of the peripheral rural areas survives because of small-scale and low profitable forms of farming. Therefore, the development of organic agriculture can become for such areas not just an option, but the only possible model for development. The article reveals the prerequisites for the formation of such model and the role of the state in this process, that is interested both in enhancing the sustainability of rural development, and in ensuring, on this basis, the food security and independence of the country, as well as creating a solid foundation for population social well-being. The need to develop a system of measures of state influence on organic agriculture development in the spheres of production, regulation, exchange and consumption is defined. Their efficiency will influence the further development of rural territories in Russia, the competitiveness of domestic products in the international market, ensuring food security, implementing the universal right to quality and safe food.
Introduction. In recent years in Russian theory and practice more and more attention has been paid to the transition to a green economy through the introduction of innovative clean technologies that ensure resource conservation and increased attention to environmental protection and biodiversity conservation. Rural territories of the country’s regions are significantly differentiated by all elements of sustainable development: economy, quality of life and the state of the environment. If the first two elements are actively promoted through the implementation of targeted programs and projects, then the preservation of natural potential, the prevention of environmental degradation by reducing its pollution is not being implemented enough. So, the purpose of the article is, on the basis of the study, to determine the priority areas for the introduction of green technologies in agriculture, contributing to the solution of environmental and social problems of administrative-territorial entities. Materials and Methods. The study was conducted on the materials of official data of Rosstat, reports of state executive authorities (for example, the Ministry of Natural Resources of Russia), as well as other information and analytical organizations. The empirical material was processed by using statistical methods (groupings, cluster analysis), which represents an assessment of the socio-economic situation, human development, the state of the environment of 14 subjects of the Volga Federal District, on the basis of which directions for the transition of rural areas to a green course of development are proposed. Results. The transformation of rural management is considered in the paradigm of sustainable development with an emphasis on nature conservation through the development of scientifically based regional models for the phased solution of acute environmental problems in accordance with financial capabilities and competencies. A conceptual model of transition to the green course of sustainable development of rural areas is proposed, including diagnostics of problems, conditions and factors of the state of the environment, social sphere and economy. Discussion and Conclusion. Due to the existing complexity of the rural economy and significant differences in the composition and structure of economic entities in the regions, their strategic goals and priorities for sustainable development are not the same. A model of purposeful transition to organic agriculture has been developed for regions with a predominance of small forms of management.
The article is devoted to the problem of human resourcing in the agricultural sector of the economy which has been aggravated for a long time. The measures taken under the framework of the widespread implementation of the State Program for Development of Agriculture and Regulation of Agricultural Commodity Markets for 2013-2020 contribute to the modernization of the physical infrastructure, growth of agriculture, development of the village social assets, but they do not ensure abatement of depopulation of the rural population and the influx of skilled personnel into the agro-industrial complex. This is facilitated by the lack of a spatial aspect in the programs implemented, insufficient consideration of features, potential and possibilities of self-development of territories that reduces performance and effectiveness of municipal programs. A typology of municipalities of the Republic of Mordovia was carried out on the basis of "centerperiphery", demographic situation and economic specialization characteristics. The proposals on improving management of human resources reproduction in municipal territories, in particular, on creating a system for monitoring labor resources and selecting personnel using modern information technologies, as well as on improving the current system for assessing the effectiveness of local governmental activities are formulated.
