Media Monitoring became one of the tasks and functions of the Ministry of Communications and Information Technology, in accordance with Presidential Instruction No. 9/2015. The process should be done in short time while maintaining or even improving the accuracy of analysis of the media. Therefore Big Data technology becoming a promising solution, related abilities of Big Data to process variety of data in a large scale, also provide accurate reports for stakeholders. This study adopted the Modified Waterfall method that commonly used in manufacture of software. This method is expected to explores and creates an appropriate recommendation. Big Data Implementation process will require time, cost, and human resources, so that stakeholders and related user is expected to prepare the implementation process properly in order to be effective. AbstrakMonitoring media menjadi salah satu tugas dan fungsi Kementerian Komunikasi dan Informatika, sesuai dengan Instruksi Presiden No. 9 Tahun 2015. Proses dalam monitoring media tersebut harus dapat diselesaikan dalam waktu cepat tanpa mengurangi akurasi dari analisis terhadap media tersebut. Oleh karena itu teknologi Big Data menjadi salah satu solusi yang menjanjikan, terkait sifatnya yang mampu mengolah data dalam skala yang sangat besar dan variatif serta menyajikan laporan yang akurat untuk digunakan oleh pemangku kebijakan. Penelitian ini mengadopsi metode Modified Waterfall yang biasa digunakan dalam pembuatan software. Metode ini diharapkan dapat mendalami, mengeksplorasi dan menghasilkan alternatif rekomendasi yang sesuai. Proses pengimplementasian Big Data akan membutuhkan biaya, SDM, dan waktu yang tidak sedikit, sehingga pemangku kebijakan dan user terkait diharapkan dapat lebih mempersiapkan dengan baik agar proses pengimplementasian dapat berjalan efektif dan maksimal.
With the Indonesian Commitment to fulfill the Millennium Development goals which are mainly aimed to improve quality of life, followed by similar commitments to empower Information and Communication Technology (ICT) to achieve those goals, ICT developments in Indonesia has been growing very fast.Basically, the developments of ICT Infrastructure are based on several basic methods. Firstly, the ICT backbones were developed with the support of the Government, then liberalization of the ICT Service Industries was caried out so that private companies are encouraged to develop ICT business, followed by subsidized ICT services for selected areas where ICT services cannot be carried out feasibly. In addition, with the growing democracy in Indonesia, application and content are also liberalized, resulting fast growth of application and content provider, and this has pushed also the development of ICT Infrastructures by private companies.This paper will review the development of ICT service Industries in Indonesia, the history of how the industries was developed, both the policy as well as the development itself. This is followed by the description of the current situation. The future plan of ICT development will be also included. A more in depth explanation is given for the Telecommunication sector.

AbstrakPengelolaan data penelitian merupakan hal yang penting bagi setiap lembaga penelitian. Tidak adanya aktivitas pengelolaan data dan penyimpanan data terpusat dalam lembaga penelitian berpotensi membuat data hasil penelitian tersebut hilang maupun tidak dapat digunakan kembali. Sistem informasi pengelolaan data dibutuhkan oleh lembaga penelitian untuk dapat mengelola data secara terpusat dengan memperhatikan proses bisnis penelitian dan kebutuhan terhadap proses penyimpanan dan sharing data penelitian. Pengumpulan data primer melalui wawancara kepada narasumber teknis yang memiliki kepakaran dan pengalaman langsung berkaitan pada pengelolaan data penelitian, serta validasi kredibilitas data dilakukan berjenjang ke jabatan peneliti yang lebih tinggi (madya dan utama) serta kepada pejabat struktural yang memfasilitasi kegiatan penelitian untuk mendapatkan pemodelan bisnis dan user requirement. Pemodelan sistem dilakukan dengan UML (Unified Modeling Language). Hasil dari penelitian ini adalah rancangan sistem informasi pengelolaan data yang selaras dengan kebutuhan proses bisnis Badan Penelitian dan Pengembangan SDM Kementerian Kominfo untuk memfasilitasi aktivitas penyimpanan, pelestarian dan berbagi akses data penelitian Kata kunci: Pengelolaan data penelitian, Pemodelan bisnis, Perancangan sistem informasi Abstrack Management of research data is important for every research institute.
