This article introduces a large new crosscountry database, the Database of Political Institutions. It covers 177 countries over 21 years, 1975-95. The article presents the intuition, construction, and definitions of the different variables. Among the novel variables introduced are several measures of checks and balances, tenure and stability, identification of party affiliation with government or opposition, and fragmentation of opposition and government parties in the legislature.
There is widespread hope that the discovery of valid biomarkers for autism will both reveal the causes of autism and enable earlier and more targeted methods for diagnosis and intervention. However, growing enthusiasm about recent advances in this area of autism research needs to be tempered by an awareness of the major scientific challenges and the important social and ethical concerns arising from the development of biomarkers and their clinical application. Collaborative approaches involving scientists and other stakeholders must combine the search for valid, clinically useful autism biomarkers with efforts to ensure that individuals with autism and their families are treated with respect and understanding.
In this article, we present data showing that national legislators are more tolerant than the public in Britain, Israel, New Zealand and the United States. Two explanations for this phenomenon are presented and assessed. The first is the selective recruitment of Members of Parliament, Knesset and Congress from among those in the electorate whose demographic, ideological and personality characteristics predispose them to be tolerant. Although this process does operate in all four countries, it is insufficient to explain all of the differences in tolerance between elites and the public in at least three countries. The second explanation relies on a process of explicitly political socialization, leading to differences in tolerance between elites and their public that transcend individual-level, personal characteristics. Relying on our analysis of political tolerance among legislators in the four countries, we suggest how this process of political socialization may be operating.
