The state of the agrarian insurance market in Ukraine is analyzed. The data of insurance of crops in the period from 2005 to 2018 are given. Compares the indicators of 2018 underwriting year to the indicators of previous years: the number of concluded contracts, the size of the insured sown area, the sum of insurance contracts, insurance premiums, insurance payments and the number of types of insured crops. The trend of use of combined insurance protection is monitored: insurance against total death during the period of hibernation plus spring frosts. It was determined that the reason for a sharp increase in the conclusion of contracts for animal insurance in 2018 underwriting year is the conclusion of contracts with individuals. The essence and necessity of agrarian insurance for agricultural commodity producers are determined. The role of the state in the process of organization of agrarian insurance in Ukraine is determined. Participation of the state in support of agricultural risk insurance is dictated, on the one hand, by the uniqueness of agricultural risks, and, on the other hand, the need to make financial assistance to the state of agriculture targeted and targeted. It has been determined that due to lack of budget funds and for a number of other objective reasons, the government has refused to finance the previously introduced subsidized agricultural insurance program. Therefore, the state lost the opportunity to influence the market of agrarian insurance. The general level of development of insurance of agricultural risks at the present stage is investigated and the main reasons for the reluctance of agricultural enterprises to conclude insurance contracts for the safeguarding of their crops and future yields from possible risks are identified. Among these reasons are: high level of distrust of agricultural producers to insurers and low awareness of the general mechanism of agrarian insurance. Defined tasks that need to be done to increase the interaction between insurers and insurers in the agrarian insurance sector. The issues of cooperation of the Ministry of Agrarian Policy and Food with the IFC Project “Development of Financing of the Agrarian Sector in Europe and Central Asia”, which is aimed at establishing a constructive dialogue with the insurers, is disclosed. The given recommendations on introduction of an agrarian insurance pool in Ukraine.
В статті подається визначення терміну «інфраструктури оптових ринків сільськогосподарської продукції». Розробка інфраструктури оптового ринку проводиться на прикладі оптового ринку сільськогосподарської продукції «Шелен» у місті Рівне, Рівненьської області, яка розташована на перетині важливих міжнародних транспортних коридорів. Наводяться основні вимоги до інфраструктури ринку з погляду економічної ефективності і збереження навколишнього середовища з врахуванням вимог щодо поводження з відходами, охорони атмосферного повітря і водовикористання. Основними об’єктами інфраструктури ринку є в’їзні ворота, адміністративний корпус, інженерна інфраструктура, торгові павільйони ( квітковий, овоче-фруктовий, м’яса та риби, а також площадки для продажу з машин), паркінги, дороги. Подана характеристика цих елементів.
The main approaches to the interpretation of the essence of monetary policy arepresented in the article, as well as the author’s definition are substantiated. The author highlights the main characteristics of monetary policy, in particular its target orientation, specific time horizon, the presence of a clear mechanism of monetary policy, as well as the coordinated and balanced using of a set of monetary instruments to achieve each goal. In addition, the components of the stability of the currency are substantiated, which includes price stability, stability of interest rates, as well as the stability of the national currency exchange rate. The influence of each of the components of the currency stability on the dynamics of agro-industrial complex development is substantiated. First of all, price stability ensures stable income from the sale of agro-industrial products in the domestic market. In this case, the dynamics of real earnings of agricultural enterprises will depend on changes in relative prices. Stability of interest rates is important in terms of incentives for agricultural enterprises to obtain additional credit resources. The impact of the stability of the national currency exchange rate on development of agro-industrial complex can be traced in two directions. First of all, agricultural enterprises are interested in stable exchnage rate of hryvnia due to the import of mineral fertilizers, seeds, feed additives, foreign equipment for the production and processing of agricultural products, agricultural machinery, etc. Devaluation of the hryvnia during the period of import purchases of necessary raw materials provokes a future increase in the cost of agricultural products. At the same time, agricultural enterprises are interested in a certain devaluation of the hryvnia, which will stimulate the export of agricultural products and ensure the stability of incomes in the national currency.
The purpose of the paper is to show ways of strengthening civil society’s capacities and contribute to improvement of transparency of implementation of sectoral economic strategies at the level of Lviv Region of Ukraine and its 20 districts by supporting local authorities in their interaction. Specifically, it addresses itself on the following scientific objectives, namely, to show increase of public awareness at district, regional and national levels on the process of district and regional budget approval and spending; to demonstrate ways of assuring better involvement of civil society actors (NSA) in policy dialogue with public authorities (LA) on implementation of sector strategies in the following areas: regional development, rural development; and, finally, to comment on methods of strengthening CSO capacities to promote reform and increase public accountability in monitoring the management of public finance. The article presents findings from the research that covered 500 representatives of district level NSA and LA of the region, 100 region-level NSA-LA activists, and was intended to develop the abovementioned model, to benefit over 5000 people (NGOs, LAs, government) as a result, with information coverage to reach at least 15000 people. Results of the research showed that the efforts of this initiative will likely lead to the achievement of the following results in 2–3 years, including the transparency of budgeting is improved and lead to allocating district strategy funds in a better way; the dialogue between NSA and LA at regional and district level in the target region on particular Issues of implementation of sectoral strategies is existing; and, finally, effective and transparent strategies/ instruments of monitoring the management of public funds are researched and developed, CSOs in Lviv region and ist districts are using those strategies/instruments. Apart from being purely educational, the abovementioned model has a dimension allowing to provide small grants and organize exchange programs in order to strengthen institutional potential of local governments and ensure revitalization of human capital, especially on conflict-affected territories. Activities in the framework of this dimension or cluster should be provided in several stages. All the activities should be focused on improving policy making process of local governments in target regions. A pilot research of community attitudes has been held in 2014–2015 where, by means of Participatory Action Research, the authors have identified issues to be addressed and gaps in existing interaction mechanisms between NSA and LA at district level, and recommendations identifying the problem to be addressed by the current proposal have been drafted in direct consultation with the target groups and final beneficiaries. The research has allowed to structure cause-effect interconnections and activity clusters in this educational development project.
