Welfare to establish conditions of participation for hospitals, extended care facilities, home health agencies, and independent laboratories. The statute defines each of these providers of services and, in addition, states that they must "meet such other requirements as the Secretary finds necessary in the interest of the health and safety of individuals who are furnished services in the institution."
