E-government can be considered as an answer to society digitalization. At the same time research findings demonstrate the lack of citizens' trust in e-initiatives what is explained with the lack of knowledge and motivation to use electronic resources. The proposed research is devoted to the question how open education helping to overcome knowledge access inequality is used in the form of e-learning to gain citizens' trust in e-government. The authors also question the issue on which open education tools inspire belief in e-democracy concept and motivate to becoming an active e-participant.
