National Water CouncilFTER the severe winter of 1962/63 the water industry experienced little difficulty A during wintertime for the next 15 years. The 1978/79 winter and then the 1981182 winter have reminded both the public and the industry of the vulnerability of water pipes to severe frost. This paper seeks to illustrate the severity and the effect of recent cold weather and the operational challenges faced by the industry.
