The definition of Parliamentary constituency boundaries in the United Kingdom is undertaken by independent Commissions, which operate within a framework of ambiguous Rules laid down by Act of Parliament. In its work, each Commission has to take account of public opinion, which involves various interest groups making often conflicting representations to the Commissions. The operation of this system is analysed with respect to the operation of the Parliamentary Boundary Commission for England.
