This paper analyses the WiFi4EU initiative, the measures proposed by the European Commission (EC) to speed up public access to Wi-Fi throughout Europe in the coming years, ranging from rapid mechanisms to subsidising the infrastructure. We set out to analyse how these measures are incorporated into the EU policies for building a Digital Single Market and the EC's regulatory tradition, and what the impact of this initiative is likely to be. As this innovative initiative will have an effect upon the network deployments strategies of operators and countries and it has been drawn up in a climate of uncertainties and delays, the article puts all of this into the context of the current European regulation debate and conducts a technoeconomic analysis to assess the expected impact of the initiative. We have observed a slight shift towards developmental models in the EC regulatory framework. Furthermore, the techno-economic analysis has revealed the limited extent of Community aid and the considerable variability of the equipment deployed and the expenditure involved. We have also highlighted the questionable formulation of the allocation mechanisms, and we have included certain examples or suggestions for optimisation.
The evolution of mobile networks towards the Fifth Generation (5G) introduces many concerns from the technical and economic points of view. Expected new applications exceed mobile networks' current capabilities, and 4G networks will have to evolve into 5G networks to provide some with a proper service. With regard to the ambitious intended performance of 5G networks, a huge process is required which will need to be faced up to both technically and economically. The 5G "ready system" standard is scheduled for 2020. However, only a few studies have carried out techno-economic evaluation of 5G. This paper presents a techno-economic analysis to foresee some feasible technical architectures leading to suitable and affordable use cases. The paper presents a new approach based on different evolving technical scenarios, establishing combined 4G/5G technical solutions and a roadmap that could provide useful insights about the most suitable use cases by scenario. Moreover, it analyses these possible use cases to determine their feasibility by optimizing their deployment costs. The study is based on the standardization process, integration of different views of key industrial players and mathematical modelling to address the new applications that 5G will provide. Finally, conclusions are drawn from the analysis and a recommendation score is established, providing useful advice to support the strategic decisions of the different stakeholders, technologists and investors involved in deployment of 5G networks.
Abstract-In a multicast video streaming service over a cellular network, the same content is sent to a mass audience using a common channel. However, users belonging to the same multicast channel perceive different characteristics of the radio channel. Moreover, in wireless environments, the radio interface introduces an important level of interference and noise, resulting in a high rate of transmission errors. Therefore, a protection of the information is needed at each receiver using Forward Error Correction (FEC) schemes, which allow the recovery of the lost packets sending redundancy together with the payload.
One of the most interesting and valuable services considered in fixed mobile convergence is video telephony. The success of this conversational video service will depend on the conversational video quality achieved in the multicell wireless indoor scenarios. One of the essential elements in the quality is the effect of the horizontal handovers in the conversational video. This paper analyzes the handover decision based on the probability calculation of handover events in the case of relative signal strength with hysteresis threshold (RSSHT) approach, and it proposes a new handover decision mechanism, variable hysteresis, to avoid unnecessary handovers. The paper presents the impact of the number of handovers and their duration time on the video's effective frame rate. Moreover, the effect of video stream modification during a short handover is also analyzed. Probability and handover duration approaches are combined and a new simple method for video quality evaluation is caused by the handovers in multicell indoor WLAN scenarios. Finally, the model proposed has been applied to a real office scenario.
