Currently, the development dynamics of the market and socio-economic relations require creating hybrid forms of organizations, able to fill the market niches and to intervene when the state cannot fulfill its obligations. In this sense, social entrepreneurship is a popular term that encompasses a wide range of structures and organizations, running the business in order to achieve certain social impact. It should be understood that social entrepreneurship is not a project, but business, business of dual nature: entrepreneurship with strong social impact. The stages of development of the theoretical approaches to social entrepreneurship are presented in this article. Some issues of the formation of social entrepreneurship in Kazakhstan are considered. The main obstacles to the development of social entrepreneurship in Kazakhstan are the disparity of information on social entrepreneurship, the lack of consulting services, criteria and support mechanisms, public information on state tenders and contact details. Meanwhile, the development of social entrepreneurship in Kazakhstan is becoming an important activity for all stakeholders - the entrepreneurs, the state, and the society. Social entrepreneurs can become reliable partners of the state in solving the social problems in the country. They will be able to solve the social problems of the population in a qualitative way, simultaneously saving the budget funds allocated for the social sphere.
Migration data is a useful tool for creating a single internal economic space that is harmoniously integrated with the global economy by helping to create conditions for the growth of economic and business activity of economic entities. Migration processes, primarily labour migration, are among the significant factors affecting the socio-economic situation both in the country as a whole and in its regions. This study discusses the following issues: state regulation of migration processes; statistical analysis and interpretation of data on internal migration from labour-surplus to labour-deficient regions. In order to achieve the objectives, the study uses statistical data on the inter-regional migration in the country; World Health Organization’s (WHO’s) indicators of social welfare; International Labour Organization’s (ILO’s) unemployment assessment; the dynamics of demographic processes in society. Following the findings, the study presents recommendations on the regulation of internal migration from southern to northern regions of Kazakhstan. Thus, the research results can be implemented when developing regulatory legal acts, migration management programmes, etc. The findings of this study can be used as a basis for assessing the dynamics of the social well-being of migrants in Central Asia.
The relevance of the scientific work is because the studied sector is one of the sources and consumers of innovative development, which, in turn, can increase the economic growth of the state and bring the economic policy of the Republic of Kazakhstan to a new level. Thus, the purpose of the study is to study all aspects of the topic under study, namely theoretical, thanks to which the main signs and principles of activity will be revealed, but also practical, which will be able to show the implementation of the fixed principles in the economic policy of the Republic of Kazakhstan. Various methodological approaches of theoretical and practical nature were used in the scientific work, namely the theoretical-methodological approach, the dialectical methodological approach, the method of analysis, the method of comparative analysis, the functional methodological approach, the method of synthesis, and the method of analysis of scientific literature. In the course of scientific research in the field of studying the economic mechanism of stimulating business entities in the manufacturing industry, the results were revealed, namely, consideration of the theoretical component of the work in defining the concept, signs, and principles of activity of the sector of the economic mechanism of stimulating business entities as a whole, as well as in the field of studying the manufacturing industry. The practical aspect of scientific work was studied, which was based on the study of the experience of the functioning of the sector on the territory of the Republic of Kazakhstan and foreign countries. The results obtained in the course of the scientific work will help to identify problems that hinder the proper functioning of such a sector, as well as to develop recommendations for improving the sector of the economic mechanism for stimulating business entities in the manufacturing industry. In many states, the continuous improvement of incentive measures through state support and subsidizing of the agricultural industry is used as the main approach affecting the increase in productivity and profitability in it, ensuring the availability of food and, ultimately, reducing poverty and stimulating economic growth in the country. The purpose is to identify the main problems in subsidizing agriculture in Kazakhstan and scientific substantiation of effective ways of its regulation. Methods: hypothetical, scientific abstract, dynamic and comparative analysis, synthesis, system approach, logical. Results: the state is constantly improving support measures taking into account the current state of the agricultural sector. State support of the agro-industrial complex, in addition to concessional financing and subsidies, was implemented through targeted programs aimed at improving the quality of life of the population using price, tax, leasing, etc. mechanisms. Having analyzed the data for 2018-2022 considered in the study, it can be concluded that both the volume of production in the agricultural sector and the volume of subsidies and financing have changed in positive dynamics. But these results failed to increase the share of the agricultural sector in GDP at a stable level. In this regard, in 2023, subsidies to the agricultural sector were supplemented with new mechanisms. For the agricultural sector, it is necessary to increase competitiveness and improve protectionist measures; strict control over the use of budget funds by consolidating institutions financing the agro-industrial complex in one center and digitalizing it; stable employment of the rural population, increasing export volumes, the development of online services and increased financing of "green" technologies.
