In every disaster, problems of information and communication distribution always occur. The communication channel is very dependent on various supporting facilities. Electricity, transmitter towers, broadcasting stations, to human resources. In two big disasters in Indonesia in 2018: the Lombok earthquake; and the earthquake, tsunami and liquefaction in Palu, there were issues of the information and communication channels. Local people do not know the conditions that occur in their area and the situation of their families. While outsiders, the government, and rescue teams did not get detailed information from the affected areas. In countries with high intensity of natural disasters, emergency broadcasting policies have been long practiced. The simplest device for emergency broadcasting is radio. This kind of media can immediately air with simple facilities. Regardless, the initiative of emergency radio has not yet adopted into regulation in Indonesia. Therefore, the emergency radio initiator limited to a handful of organization like in Lombok earthquake. Conversely in Palu disaster, there was a Ministerial Decree of Information and Communication Ministry Number 773/2018 (KM 773), regulation that simplify access to radio frequency. Using comparative method, this research examined these two disasters to analyze the differences of emergency radio practices. Only 1.5 months away and similar location features, the emergency radios initiation differ in several aspects related subjects that regulated in this KM. The result shows that this KM can broaden all aspects of emergency broadcasting radio. Although, the KM unable to shorten the time of emergency radio implementation. Regulation change only limited to frequency access. A broader regulation change is needed to support the practice of emergency radio.
This study examines how strong internet' influence is regarding to intensity and appeal of the message to the attitudes of senior high school students in relation to cyberbullying. Reflecting on some cases abroad and also in Indonesia, can be assumed that the phenomenon of bullying is able to affect the attitudes of students who are searching for their identity related to their beliefs, life meaning, and life purpose. This study uses explanatory survey with a target population of high school’s students in the city of Medan. Sampling technique using simple random sampling with proportional allocation. The research shows that there is linier relation between cyberbullying and students behaviour in Medan.Keywords: cyberbullying, teenager, behaviour ABSTRAKPenelitian ini mengkaji seberapa besar pengaruh internet menyangkut intensitas dan daya tarik pesannya terhadap sikap pelajar SMA dalam kaitannya dengan cyberbullying. Bercermin pada beberapa kasus-kasus di luar negeri dan juga dalam negeri dapat diasumsikan bahwa fenomena bullying dapat mempengaruhi sikap pelajar yang sedang mencari identitas diri yang berkaitan dengan keyakinan, pencarian makna kehidupan, dan tujuan hidup. Penelitian ini menggunakan metode survey eksplanatori dengan populasi sasaran pelajar SMA Negeri di Kota Medan. Penarikan sampel dilakukan dengan menggunakan teknik simple random sampling dengan alokasi proporsional. Hasil penelitian menunjukkan bahwa ada hubungan yang linier antara cyberbullying dan sikap remaja di kota Medan.Kata kunci: cyberbullying, remaja, perilaku
Abstract-This article explore teenager perception about cyberbullying and their reaction about it. Using quantitative method, researcher measured them with single table analysis. The research finds that most teenager have strong disagreement about cyberbullying. Even though they against bullying behavior, most teenager will not do anything to prevent or stop cyberbullying. Therefore author explore more deeply this result qualitatively by analyze social media regulation especially on institutional and ethic matter. Further research should explore deeply about teenager environment, such as school or family to find more effective tools to prevent cyberbullying and its effects.
